im more curious if there will be elite battleships or (hopfully) lvl 3 battleships.
also if there will be tech 2 versions of the destroyers and battlecruisers.

nope, dreads are T1, I'm guessing you could compare them to destroyers and battlecruisers, they're between bs and titans (unless dreads and titans are actually the same size but different role, like 1 for combat 1 for industry or something)

So if Dread's are T1 the we can expect to see BPO's on NPC market ? Does anyone know this, or have an idea about the Dread BPO's layout and plans ? |

The different roles is exactly what Oveur described in his blog about them. The Dread is going to be the big-ass combat craft, the titan will be an industrial complex with engines.

As far as I understand it there are 5 techlevels planed for every item, so we can assume that at some point in time or another it will become relatively easy to get to level 2 on almost everything.
Then again... who's really going to play for that long...

In regards to the T1 dread BPO question, when we were stress testing SiSi I think it was mentioned that the freighter BPO alone was going to be a multi-billion ISK purchase. With industrial craft being cheaper than combat craft in general I can see the Dreaddy BPOs reaching tens of billions with individual craft costing as much as Raven BPOs.
