News New CONCORD Legislation Prohibits Agent Distribution of Advanced Tech Components reported by: Gnauton | 2005.04.27 15:09:54 After a series of meetings over the last week, CONCORDÆs Inner Circle this morning passed new legislation prohibiting empire corporation agents from passing on Tech II construction components to capsule pilots engaged in freelance work for them. The primary reason for the legislation, according to Inner Circle Head Irhes Angireh, is ôthe need for the empires to divert their resources towards their own ends. Both CONCORD and the four empires have paid tremendous amounts of money and resources to the capsuleer community in these past months, and itÆs time to begin cutting the cord.ö Also stated was CONCORDÆs belief that the legislation would have an energizing effect on capsuleersÆ outpost-building efforts and other industrial endeavors. Parties from within both the Caldari State and Amarr Empire governments have complained that the legislation will cause massive inflation on capsuleer Tech II markets and serve only to ôhamstring those operating on the technological cutting edge and slow down their progress.ö Some, indeed, argue that is exactly what CONCORD is out to do. Ever-controversial Federation Marquee journalist Maxim Peltast applauded the move, calling it a ôkick in the [censored] for the [censored] cloning [censored].ö He did, however, warn that these new circumstances would effectively force capsuleers into industrial operations on a greater scale than before, and history had shown that ôwhen you force the eggers into a corner, youÆre going to make those [censored] more powerful, whether you like it or not.ö The Gallente and Matari governments meanwhile have expressed their approval of the legislation, claiming that the economic backlash created in the space community through this excessive flow of capital and components could now be nipped in the bud. While it is unknown how the Inner CircleÆs votes fell, the decision is widely reported to have been near-unanimous. The mixed response to the legislation is seen by some as indicative of a growing rift between the old empires. States analyst Brill Stone, ôWith capsuleer traffic within û and influence upon û the empires increasing every day, and sweeping legislation like this being passed, you have a lot of voices talking about grand-scale changes on the horizon, you know, the universeÆs power structures undergoing seismic shifts. About T2 components and materials to create them. You could do a plenty of ISK with them before, I remember me making daily like upto 20m in Yulai with them. Guess it makes sense because the market got flooded by T2 component rewards. No point in making them by yourself, took too much efforts and time compared to the output you could get on a lvl3 mission, where you could get like 200 fusion thrusters as reward. ---- A true player does feel no need to remind himself or fellow players that it is just a game. |

Yes sounds good, but its way too late for alot of folks. And when is it going to come to be? "Next few weeks"

I am of the strong opinion that PoS efficiency should have been gradually increased while agent drops should have been gradually phased out instead of implementing a system where tech2 prices will rapidly and significantly increase due to a MASSIVE loss in component supply.
There are 500-odd PoS on TQ, but not all PoS are used for moon mining - component supply will be greatly restricted in the coming weeks. How many people use tech2 goods? I'd be willing to bet on 'nearly everyone in-game longer then 2 months'. IMO, the stability of the tech2 markets is much more important then the PoS owners.
As for agent dispersal, thats all well and good, but people will still go to the highest agent quality that their corp offers. So unless multiple agents of the same (high) quality for each corp are dispersed around EVE, the problem is just being somewhat postponed until everyone moves to the location of the new best agent. ------------------------------------------------------------------

Do you mean the Concord sec rating? So like a -10 rating with the law and a +10 rating with a pirate faction would get you the best possible rewards if one had a rat agent?

It does matter, but a lot of players aren't fully up to speed on changes and patches. After the patch there were probably many agent runners who said "OMG my LP got nerfed!" without knowing why and then carried on as usual. It takes time for information to spread.
Besides, once you've built up standing with an agent it's hard to leave; it could take a long time for a new agent to start giving the same rewards, even if his base reward table is better. Moving the agents takes care of that consideration. |

Just moving them off highways should help some, for one thing. People won't all cluster around the highest quality agent if there's another just a couple points lower, which in many corps/divisions is the case. Of course that isn't always true, and there will be big crowds in some systems, but probably not as big as there are now. I'm not sure there's such a big problem that more is necessary. |

The T2 withdrawl goes into effect this week, I believe. According to Oveur it doesn't take a client patch to do it, just server-side. Check the blog.

imo, if they want to make 0.0 rewards more attractive, considering that last i heard there was no bounty when killing concord etc, compared with killing pirates within empire, let 0.0 agents continue to give out these components, as that post says, this is CONCORD law, and 0.0, is lawless, no concord or the empires out there, so surely the pirate factions wouldnt care of these restrictions?
