I don't think these mods drop out of missions NPCs, they are droped in 0.0 NPC's i think.
My Raven and skills (Caldari BS Lv5 + Torpedos Lv5) would sure like the first one...

Sorry panzer sold the tag already and to the others estamel is an officer which is 0.0 and he doesn't show up that often.

I believe he only appears in the few -1.0 systems up in Venal. A good bet would be a system including some high end ore, and possibly some Gurasta station.

He appears only in Venal, in any security system. Mind, if you're considering going up there to nab him, forget about it; I used to hunt there regularly and would get an officer spawn once every 3-4 weeks, on average, and even then you have no idea which of the 4 Gurista officers you'll get. |

Damn, it's getting quite expensive, i got 2 of these at 750 mil each about a week ago, but well, i sure could use a 3rd, so humm,
