It's the most ridiculous change, I've seen made for some time tbh. It already had scan immunity with it's cloak.
Pointless change is pointless.

Forcing players to dock at the captain's quarters is a form of what we actually wanted to get through, which is making Incarna a seamless part of the EVE Online experience. |

Just pointing out that a cov-ops cloak does not make your cargo immune to scanning all the time. How does not being able to cloak at Jita undock, make the cloak unable to provide scan immunity? At any rate, it's a pretty academic question since you're able to cloak just as well on the Jita 4-4 undock as on any other (except maybe Jita 4-10), and since it's already impossible to scan anyone sane on any well-used undock ramp, cloak or no cloak. Indeed. I was trying to get them to the point, where they understood that fact.
