Tech2 BPOs need tech1 modules to start producing.
Now following this line of thinking tech3 BPOs will need tech1 and tech2 modules to start producing.
All people have access to tech1 BPOs though the NPC market
Some have tech2 BPOs but need tech1 BPOs, here you don't find any problem...
BUT If in the distant future you own a tech3 BPO you will need also a tech2 BPO (or module) and a tech1 BPO (or module).
Now there are 3 ways things could go.
1- CCP generalizes the tech2 BPOs on NPC market making them as avaiable as current tech1
(bad idea imo because tech2 is tech2 and not tech1, and people (not NPCs) should be awarded for having such a BPO)
2- Instead of releasing just a hand full of tech2 BPO though R&D agents, CCP starts releasing ALOT more though those same agents, making tech2 more avaiable but still somekind of rare.
(I like this option because people could spend finally those Ǻ#ÇúºÇ"$T$@% RP's)
3- CCP can continue this "Tech2 Megalomania" and don't release more tech2 BPOs while only releasing Tech3 ones.
(Big corps already with loads of tech2 BPOs that amassed huge amounts of money due to them, can afford to buy each and everysingle tech3 BPO that is awarded to the "little player" because that "little player" will not have supply of Tech2 modules to start production. (this will only benifit the big corps))

I hope T3 will be custom items based from T2, combine bpos to form the new item.

I'm pretty sure tech3 will be entirely different.
Ater all, as you say, simle extrapolation from the current stats and production will not be working. Fancy seeing only one tech3 bpo in the game for each tech3 product ?
Either we get a last minute tech2 bpo injection when tech 3 is slated for release, or we'll have to see some pretty imaginative thinking to give tech3 that totally different twist it would need to fit in.
But I'm not really wounting on tech3 untill a good part of the playerbase can and is using all the tech2 products available. By then, we'll be in 2006. _______________________________________________

Or number 3, T III can only be produced in research/production facilities in 0.0, needing no T II BPO, only the right PoS gear.

making a stab in the dark I would guess that tech II will be somehow player produced on a much more personal scale than tech II.
Each time the devs make a major alteration to the game they learn stuff, back when tech II was introduced the Idea of giving a base RP value per day and alow a productive player to improve hios/her chanses was inovative.
Problem is people are lazy and thus few if any will use the dayly bonus mission on any regular basis.
When the agents got revamped LP were introduced and they are alot more player based as oposed to RP.
I would expect tech III to, when it hits the game, follow this trend.
Ie interaction vs NPC's but the chance of success would be almost completely based on the time and effort put in by the player.
