First, if this has been asked please link answer, but is bounty hunting still effected by system sec status. I.e. if I shoot a bounty in high sec, do I still incur wrath of Concord and criminal flag even if I accepted bounty contract?

Yes. Bounties do not give you kill rights.
However, Kill Rights can be transferred now, so if your client got PODed, make sure they transfer their kill rights to you.
Apparently with Kill Rights you can initiate a Limited Engagement. I am not clear however, on whether you initiate the Limited Engagement by shooting at them, or whether you have to activate something before shooting. |

If you have killrights on someone you can hit a button and make them a suspect for 15 minutes. This can be done as many times as it takes for you to kill them (afaik)
