So basically the bounty never goes away? All you have to do is stand out from the crowd. Even a little bit. Sometimes, even that is unneccessary - All you have to do is play EVE. Bounty removal means 'go die a few times.' Or ignore it - Most of us do. Without killrights, anyone who tries to collect on your bounty in Hi-Sec is due for a nice mug full of hot Concordokken. Elsewhere, well, you were already at greater risk being there so the bounty won't add measurably to your risk. Tell someone you love them today, because life is short.
