There have been in the past.
A few CSM's back Ankhesentapemkah was elected with the second highest vote count of any candidate. She was rabidly anti-pirate, anti-anti-carebear, anti-scam, anti-anything-not-carebear. Even went as far as to say that anybody who pirates in eve is scum in real life.
Problem was... She was crazy. (Or I thought so)
Also she was removed from the CSM for a breach in the NDA disclosure. Prior to that she showed that she wasn't able to get along with the other CSM either. This was especially true after she threw a metal spoon across the table at one of them in anger in Iceland.
Anyhow, she proved that carebear rep's CAN be voted into the CSM. But instead of any candidates coming forward and campaigning since her, people instead just ***** and moan that the elections are rigged and you can't win without the backing of a mega null sec alliance. |

Actually, I'm not sure if it's still this way, but level 5 missions did used to net tens of thousands of loyalty points per mission.
Anyhow, many of them are just one jump out of hisec.
Some people figured out how to solo them... And I think they may have actually implemented some changes after that since they were never meant to be solo'ed. |

Spoongate was one of the things that occured my first 3 months of playing and my first CSM vote. I went for Vile Rat, tbh. Horrific how that turned out of course. 
Yeah she was listed on the Piratpartiet wiki somewhere after attaining an elected position.
And yes about Vile Rat :( |

Yup, but the truly funny part is the reasoning she was removed from the CSM alongside the fact that she is now a rep of that party. :P |

To this day, I still think she had one of the most polished CSM campaign vids of them all.
That does not mean that I actually liked the video though.

Thats actually one of the main points here.

Also as mentioned above, she was crazy. But that doesn't prevent anybody else from going out in an attempt to secure votes as the carebear rep of the CSM. However, nobody has done this, and instead we just hear cries of the CSM elections being rigged since there is no way for a carebear to ever be elected.
Threads like this pop up all the time, and the end result is more of the same complaining. Perhaps the people crying should actually do something about it and either run for CSM or actively back another candidate that fits the bill.
Ankhesentapemkah actually flew around empire, visiting the popular PVE mission systems as well as the trade and industry hubs. She promoted herself actively, and sent out god knows how many thousands of Evemails in total to the people that were in those systems. Usually it was messages informing them of her stance, and explaining what the CSM does. (believe it or not, many empire dwellers have never even heard of the council of stellar management.)
Essentially she was able to secure the votes of players that at any other time wouldn't even have bothered to vote, let alone care who was elected in the first place.
So, either find your carebear rep amongst those already voted in, or DO SOMETHING about it by running for CSM yourself. Complaining about it and sitting on the sidelines won't help your cause in the slightest. |

One last thing.
To give you an idea of Ank's true level of carebearism, I'll include a few of her EvE-O forum quotes below. Even after all of this, she still won a seat on the CSM.

But it's not a problem to me. If I'm eventually forced to a different style of gameplay in order to earn my PLEX/isk each month, there's a nice big juicy "unsubscribe" button waiting for me. And I'll keep my stuff in case CCP has a change of heart about their current goals regarding nerfing highsec.
