Should Doctor Hnolku feel that he is interested in the above offer, but unable to take it up for any reason, I would be more than happy to act as an intermediary between him and the Vice Admiral.
To add to the Vice Admiral's post, I believe that the release of a multitude of slaves would actually have a significantly larger destabilising influence on the Republic than the Empire. The population influx would simply overwhelm their social structures.

That the Blood Raiders would resort to such underhand methods only serves to confirm why they should not be given possession of Doctor Hnolku's product.
And let us not forget, that their aims in all of this are exactly the same as the bleeding heart liberals and abolishionists. The only way to ensure that the Blood Raiders are defeated in this is to take a stand against extortion and not release the drug to the public.
