Ive been rat hunting in and around Deklein for a while now but have yet to find any of the larger rats. I only seem to find Guristas, the largest being an Usurper every now and then. Is there some rule to follow or specific areas that spawn the 3mil+ isk rats? and when they spawn can you chain them?

You'll find BIG rats in Fountain I believe...

faction spawns can happen anywhere. It's just a very low chance.

Anything above 1.5 mill is rare, and chances of them spawning depends on a number of factors.
You've got commanders that range from 3 mill to 5.5 mill and spawn regularly in very low sec systems.
Then there's officers, ranging from 8.5 to 10 million, extremely rare.
Both commanders and officer spawn icnrease in likelyhood when the system you hunt in conforms to more of the following criteria:
- the lower the true security rating the better
- NPC pirate sovereignty space is > non-pirate npc sovereign space
- NPC stations in a sovereign system seem to increase the chances too.
In general, in deklein, go for the system with mercoxit and alot of belts and you should run into them sooner or later.
You'll have to have patience tho, especially the officers are very rare. Unless you spend hours a day hunting youre not very likely to run into them on more then a bimonthly basis.
edit: oh, and they dont chain, the spawns do, but the commanders in it wont.

or you can just Mac Knife to point you in the direction of an 8.5m scorp that drops over a billion isk in loot. Thanks again Mac

Ah yes, something worth adding. Complex loot equals officer loot, and you know upfront where to find these.
An officer you can handle alone if doing it right and assuming decent skills. A complex you can't (talking 6/10 and higher here).
If you would be able to find a complex or two in the 6/10-8/10 range in deklein and have some friends over to tackle that complex once every day you'll get some nice lot sooner or later, and earn good isk as well. It is going to require teamwork and some special tactics tho.

I think there's a Caldari mission in Jita/Niyabainen/Perimeter, somewhere around there, that features 5,000,000 ISK bounty pirates. Something about breaking the blockade. I saw a Raven pelting three of them near a jumpgate and jumped over to give them a brief bit of jamming.
