read the top sticky on this forums... do courier missions to advance in the beginning since you can do multiple ones from 1 station to begin with.

This needs to be a sticky already.
Best and fastest way to climb the agent ladder with current game structure is a bit of a combination of skill training and mission running.
Related skills you want for Empire factions.
Connections, Social, Negotiations.
Connection skill increase your overall standings. Gives you instant access to higher lvl agents per lvl of skill. **** INSTANT ACCESS WITHOUT ONE MISSION COMMPLETED ****
train this first to lvl 4 and you should have access to mid/high quality lvl 2's.
next train social to lvl 4. For every non important(storyline) missions you complete you get a slight Corp standing increase and agent you did mission with increase. Social actually increase those percent increases per lvl of skill. Most do not understand what the social skill actually increases. It increases the increases ...... not your standing itself. Bigger increase means faster climbing of the ladder.
Negotiations is strictly for the money. If your gonna spend time running them you might as well make it more profitable. take it to 4.
I myself would then take connections to lvl 5. With connections lvl 5. if your aiming for lvl 4 agents I would definitely take this to lvl 5. it's a long train but trust me ...... you'll be running a lot more missions at lvl 3 for a month or more before you get lvl 4 access. It's a two week train. Lvl 5 connections and a hndfull of missions will get you access to lvl 3 agents.
Judge for yourself what skills at lvl 5 are worth your effort, I'd say all of them but then again missions is what I do.
That the skill part, now for the standings part.
It's all based on standings and simply put you do not want to fail or decline ANY mission while you are trying to climb the mission ladder.
The standings you are concerned with are corp and faction. The higher your corp standing the better agents you can use within that corp. The higher your main race faction the higher agents you can use in ANY corp within that faction.
You get Corp standing for every mission you do. When you locate an agent you have access too, accept all missions he gives you and run only with that agent and only run missions till you get an "important storyline mission". Once you get an important mission ..... do that next and complete for the high faction standing increase. upon completion check the corp info that your running with and you will notice that faction increase will open up access to more agents than your corp standing increases.
Relocate to your next best agent and run missions there till you get another important storyline mission. Complete, check corp info, relocate to new best agent. rinse and repeat.
Ultimately your faction standing increases are what your looking for to boost your overall standing the most. You will find that opens up bigger doors and higher access more than just corp standings but it's also hardest to get.
Plan all your relocations right after you complete an important, waste of time and effort otherwise.
Some say run multiple agents at same time, This delays your climb more than helps. Run missions with two agents just means you need to run twice as many missions before you get to the important mission. I found it was much more efficient for my time and a much faster climb by simply only running with one agent.
Goes back to that moma saying, "moma always says work smarter not harder." Efficiency makes it faster. multiples makes it much harder and delays the time it takes before you get that important mission.
And by the grace of god, allah, buddha ..... do not every fail, decline, or abort any important mission you accept. The standing decrease you get will make you want to kill someone or smash your puter.
Important missions will show up in your mission log in bright yellow titles. You are notified via an EVE mail about an agent needing your services and it will tell you important mission in mail. You will also see the important agent appear in your agent column instation on right under "agents of interest". you will also notice that important agents DO NOT have same information about them(AKA they have no requirements for use).
If your just starting with lvl 1's and can manage to get to high lvl 3's low lvl 4's within a month then you did well. Plan on a solid month tho and plan on training them skills to atleast lvl 4. It really helps.

Forgot to mention agent qualities and selections.
Always use the highest lvl agent you have access to first. AKA lvl 1 lvl 2 lvl 3.
after that select the highest quality you have access to in that lvl.
A lvl 2 quality -20 will yield you larger standing increases and more money that a lvl 1 quality 20.
Highest lvl first highest quality second.

One small mistake in above, you have to train social skill to lvl 3 before connections can be started, but connections is well worth the time invested. >====> ~~ >====> Missle Spam! ~~~~~>====>
