When I first heard about the rookie help channel being closed off, I figured it wasn't a bad idea.
Last night I had to take a long 40-jump trip back to Yulai from deep 0.0. So I figured that I needed something to do while warping--as I had to be at the computer and watching to warp to each instajump, and I couldn't go AFK. So I quickly created a trial account and went to the rookie help channel with my alt "DarkShikari."
I started helping the newbies, answering questions. I ended up typing so much in the next three hours just answering people's basic questions that my hands are sore today. I basically was typing about 130 words per minute for 3 hours straight. And that was just to get the questions answered as quickly as possible.
At one point, my hands got quite tired and I stopped answering questions for 5 minutes. Even with an ISD there, maybe 5-10% of the newbies could get their questions answered, and the rest ended up yelling them over and over and over, and sometimes just quitting EVE out of frustration.
This... was at 2 AM in the morning (US time). If I had to type continuously at top speed to answer everyone's questions at 2 AM, I doubt any number of ISD could keep it going at midday. So please, devs, let non-rookies back into rookie help. There is no way in hell that the ISD can do this themselves. -- The best description of alliances, ever:

The normal help channel is now deemed a general chat channel by those with no mates, the same will happen there.

Hi there.
Rookie Help was always supposed to be a place where rookies could chat to each other and learn things from each other. For more advanced help we have the regular Help channel.
There was a bug where non-rookies could join, but it was just that: a bug. We are aware that some people don't like things as they are now, but from out point of view the channels have balanced themselves out and are fulfilling their intended roles.
If you are interested in helping people out in RHC and HC then by all means apply for ISD STAR, we are always looking for people who enjoy helping others out.

I think we could get a lot more new players to stay in EVE by answering their questions... they get quite mad when after asking for 15 minutes they get no answer.
I can't become an ISD, because it simply won't work for me. I want to be able to go and help people and have fun on my own time, not be the official-always-do-right-ISD. ISDs can't hold quiz shows with the newbies to give them free cash. ISDs can't meet up with new players and guide them through complexes. -- The best description of alliances, ever:

Heh, last time my alt was in Rookie Help there were a good number of questions that ISD didnt know, although that didnt stop them from answering them wrong. (Overdrive injectors dont let you align faster, kthxbye) ------------------------------------------------------------------

Sounds like an automatic note when someone joins the channel mentioning that the regular "help" channel is available would help out.
Explaining in the lil note in red letters that this is newb chat, and to get regular questions answered that the "help" channel is available would help. Also putting something in that tells them how to join the "help" channel would be good.

For myself, the problem with applying for ISD Star is simple.
I have no intrest in being in the (rookie) help channel in the guise of an ISD member since that would involve being logged in under that name. That means adapting my own play to it, which is an admirable effort, but no one I'm willing to make at this time.
The times I did join the help channel to see where I could help, I soon noticed the futility of that effort. Help chat tends to be a free haven for silly souls interested in supplying wrong information, or just chatting away about things not related to the channel.
WQould the help channel be more closely moderated, I could see myself puttin in more time there (brainwashing new players so they become part of my horde of barbarians, as Diana so aptly put it). _______________________________________________

Heh, I probably should have pointed that out too but its not always a good idea to point out to ISD that they really aren't very knowledgable . And as with those posting below you, thats yet another problem with becoming an ISD--I don't want to create a new identity. I'm fine as I am. In addition... people would know who I was, trust me. -- The best description of alliances, ever:

I have to say, a lot of the time my alt is in the Rookie Help channel there are lots of people asking for help and no/few ISD around to answer, I've also witnessed incorrect information being given out like Miner's Bane mentioned.
If you're not going to let people go in there and help the new players, how about allowing people to volunteer as helpers for the channel using their normal character but you can vet them or something to make sure they're not going to jump in there and tell all the newbies that the best place to mine the veld they need for one of their training missions is PF-346. _________________

I have to agree with the original poster; I used to have this channel up all the time to help out new people. First because I like to do it and I can. Second it gave me something to do in game when there was no action around, such as during mining ops. I obviously don't know how it is now but it seemed to work well previously. Something that I also noticed was that there were rarely ISD people there all the time, there would be extended periods when they'd be absent from the channel. As others have already noted I have no interest in leaving my corp, alliance, region or constellation, so joining ISD isn't an option.

Well, you don't leave your corp, alliance, region or constellation when you join ISD, what you get is a second account where you create a character to be used for ISD things. You may never reveal the connection between your player persona and you volunteer, they are to be kept completely separate.

well consider I applied numerous of times for ISD and got a reply go here and apply
and then nothing? I got a hard time too understand CCP you say you need more people but I only see those old faces day out day in that make the conclusion you dont want help or dont need people helping out.
Rookie help was acessiable thrue channels under help realy dont say that was a BUG then darn..
well I started from scratch now and realy I like to help out people even invite them and it cost me 100 ISK every time as I see it's better too talk with them at a private channel then the open channel that cost me insane amount of isk on other hand
Yo get offer by loads of people to help out and realy I see it strange that CCP dont accept our applications
We or I can talk for must of us in EVE we support CCP for the outstanding game and we treat new commers extreamly well if we look at other mmorpgs.
We can say the subscribers of EVE online love the game soo much that our way too thank ccp to help all new players into eve and if those new players feel like well welcome they stay and contribute with the cost too run the game and the servers and the staff income.
As we all know mmorpgs need fresh blood to survive. when the fresh blood dissepaer the mmorpg dies out

To apply you have to fill out an application on the Interstellar Services Department page, it has a tendency to time out, so you should check the form, write your replies in word, refresh it (probably log in again) and paste your replies. The better and more well written your application is, the higher chance you have of getting accepted. 
I checked, there is no application made to ISD with your account.

Is it actually a second account or an alt? If its a second acct I'd do it because I'd love to help out the rookies and my machine manages two instances of EVE fairly well. This past I was on my 2nd acct training up a new trader and had lots of fun helping the young'ins.

It's a second account, not an alt. The team who helps in game is called STAR, they man the rookie help and help channels. They also do meet and greets with new players.

At one time I had made a comment to a player that his post was not appropriate and that a more postive approach was in order. The ISDs at the time sent me a warning telling me that I was trolling. This effectively removed my chances for becoming an ISD permeneantly. I've been a part of this community for a long time, and it is unfortunate that my experience is now unavailable because of an event that was in my opinion not only warranted, but necessary.

I aplied for STAR last year in august, never got a reply... so I went to the application site again today and found that all my entries where automatically put in the fields in the same way I put them there last year in august, so you should have my application :/

To be honest, if what the original poster is saying is true (too many questions for the volunteers avaliable there), I can't see the logic in not allowing normal people in to try and help the newbies, maybe with some control or just banning those who aren't helpful.
Many people just want to help, not be part of a volunteer program which isn't... well that's another point.
