Items or programs which execute a series of commands in order with no human intervention at each step are not allowed.

That isn't legal and you can report it. If they are all alt accounts of the same person and he/she is multi-boxing using the same settings, windows, configs, etc. across all accounts AND using "synchronizing scripts" to have them perform the same manual actions at the same time... then yes... it is legal. Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective.

That depends how you will multibox. I know a person who runs 16 accounts all at once from 1 monitor. He uses ISboxer to control them all from 1 client (which is totally legit for those whiners).
