Yes, Caldari Prime is still occupied by Heth's Forces and a Caldari Navy Levithan is poised to vapourise the population if the Fed Navy attempts to intervene.
An OOC comparison might be to question New Yorkers right to occupy the original York or Ireland on the basis that is were their ancestors were born.

Caldari Prime is still very much under the military control of the Caldari State.
Most Gallente either had the sense to evacuate, have been detained, or are under heavy restriction of movement and draconian curfew.

Yea nuking your own forces, because that seems like a good idea.
Going OOC here:
Guys, the occupation doesn't quite hold sense for quite a number of reasons
A. It's a logistical nightmare for the state to get troops and ships to Luminaire, as there's syno jammers up, and the state can't simply move military vessels trough gallente space. (I would accept troop shipments on neutral transports, but that's about it). And seeing as the caldari escorts get blown up every other day, i do wonder what clowncar they pull the replacements out of.
And even if somehow the ships would get there, can you imagine the costs of that venture?
B. If the fed navy were to get its titans and caps deployed on the leviathans ass, it kinda would die in the first round of fire, likely without even firing at the planet, as they've got their own forces down there. Again holding your own forces at gunpoint, not the brightest idea ever.
So for the love of god CCP, make this make sense (or better yet get mercs to fights on the planet, and fleets to kill that titan) |

From what I understood, the Caldari and Gallentee when signing the ceasefire agreed to essentially an antebellum style of peace where each side kept what they had with the Caldari loosing only Caldari Prime. Now, unless Caldari Prime was separated by Gallentee space from the rest of its holding from the get go(I doubt that and it makes even less sense than it does now) then wouldn't it mean that its connected to the rest of Caldari Space in the first place?
I've never been to Caldari Prime so I don't know if you pass from Caldari space to Federation space and then back to Caldari space to get there. "Hnolai ki tuul, ti sei oni a tiu." |

Luminaire is in fact surrounded by gallente space, so yes you need to fly trough gal fed space to get there. |

I've never been to Caldari Prime so I don't know if you pass from Caldari space to Federation space and then back to Caldari space to get there. The Gallente and Caldari come from the same Sol sys. Gallente Prime (or Luminaire) is in the heart of The Federation obviously.
Hence (while Villore is the capital of The Federation) a Caldari Titan's presence isn't quite appreciated by the Gallente, and while a logistical nightmare for the Caldari, for propaganda and negotiations however, a trump card.
