I just surveyed a 0.6 system that had 27 (yep 27) astroid fields and every single one of them from the mercury orbit to the pluto orbit all had the same types of ore.
BORING.
5000 star systems and their all so much alike you really cant tell them apart.
BORING.
ive been all round the galaxy and every NPC ive run into is a hostile pirate just with different names.
BORING.
come on, bring on the creativity lets get some suprises, some thick cloud nebulas, some ship grave yards, comets, pulsars, black holes, id even go for a square planet or 2 planets that crashed into each other.
as for NPCs how about some merchants or other miners even scouts that point out a particullarly rich belt
you could also do with some low level lawless zones so that low level players can have a place to cut their teeth just limit it to frigates only and limit the useable weapon types.
sound you could use some music and maby some*****pit chatter
formation flying you need a way where several frigates can hold and fly a formation like the line, V, the square and diamond (diamond is used for picket lines like for a hauler or carrier)

Im assuming you didnt read the COSMOS dev blog which includes plans for
-Variation in surroundings by system and constellation -Mission NPC's flying through space
Formation flying is rather pointless what with 360o fire arcs. You could probable use the 'keep at range' command if you REALLY want to. I have supped the milk of human kindness, and discovered i am lactose intolerant |

you obviously haven't gone very far, or explored around much ... either by warping or using your scanner.

If you look for it, you will find it. The Devs have put plenty of interesting (yet fairly useless) objects out there to find & talk about if that is your thing. Plus there's uncharted "usefull" places for you to find, not just the charted deadspace gates/zones.

I see you all over the forums & have yet to see any positive comments from you. Everything is from a negative outlook in your case. Why is that?
One would get the impression you really don't like this game that you seem to spend so much time on- makes no sense at all. |

I don't know about the roids, I have seen quite a bit of diversity in ore between 1.0 and 0.6 alone. They do tend to look the same though.
As for the pirates, as you go lower sec, they get harder. in 1.0, they can't shoot the skin off a grape let alone do much damage to your shields even in 2's and 3's. in 0.6, I have had a destroyer k.i.a. by just 2 pirates.
I do see your point where other NPC's are concerned. No real cargo ships to practice on if you aim to be a pirate yourself, just other players. Rich pickings from NPC haulers are practically non-existant. A ships graveyard with occasional lvl2 pickings would be nice, a nice med turret or something as if a ship was dumped by someone with the stuff still on it.
Also scenery leaves a lot to be desired. Everything is known and there are few unknowns.
Something to avoid like a black hole would be nice. Arm yourself with an AB and lure your prey into it, knowing you can get out if you stay outside a certain range. Your prey gets sucked into the void while you hit AB's and coast away. When you are outgunned, you can use your surroundings like that to your advantage.
An uncharted wormhole that remains undetected unless you have certain scanners. Anyone who flies too close finds themselves suddenly transported halfway across the Eve Universe. Again, if you are outgunned, you can use this to get away if you arm yourself with the right scanners.

We need some useful stuff too, to make it feasable.

I haven't really tried exploring so I don't know what's out there or not... but I like your idea of lawless zones for newbies. It could easily be done by having stargates have a maximum kg that they can jump.
Then you set it to the size of the largest frigate, plus some for cargo space and whatever they might be hauling, and you're ensured that the only people that go through are frigates.
Of course, a 22 million sp person in a frigate with all T2 stuff is still going to destroy any newbies... but maybe the n00bs would have more of a chance.
