As of today, I have assumed absolute control over the Ushra'Khan alliance. This may not come as a surprise due to my longtime membership as an officer and the natural aura of superiority and leadership of those of my race, but what may not be expected is what I do next.

On my orders, all Ushra'Khan isk reserves, alliance assets and capital and supercapital fleets are currently being contracted to the Ministry of War. The vast majority of the tens of thousands of Ushra'Khan non-capsuleer personnel are being detained and awaiting transfer to the Amarrian Civic Court where they will receive summary judgment for crimes of terrorism and possibly be enslaved or executed. Within 24 hours, the Ushra'Khan alliance will be wiped from the Concord registry.

In addition to this, within 72 hours embedded sleeper agents within several other pro-Minmatar corporations and alliances will be conducting similar albiet less intensive operations under my direction.

I've outlined the measures I'm willing to take. If Matari die because of his actions, then an equal number of Amarrians will die in return. It's not 'indiscriminate vengeance' -- it's a fair and equal exchange. The one the Empire claims to value, despite ample evidence to the contrary.

I have no desire to randomly run around committing genocide. I will, however, do all that I can to ensure that anything Kazzzi gains from his betrayal will be offset by a proportionate loss.
