As it stands atm 90% of 0.0 is useless, basically redundant.
My idea is to have mini empire areas in each named region, ranging from 0'5 to 0'1 with a couple stations.
These mini empires are still surrounded by 0.0 space.
This way ppl from empire could move to the mini regions and still be relatively safe from pk, and feel as if they are actively involved with their 0.0 corp while they are training up.
Think of the pvp possibillities of that then 
Being surrounded by 0.0 space, products and things still have to be moved to empire and back, so there is your risk/battlezone.

0.0 is not about combat or non-combat, it's about players.

been to 0.0 there is nothing, very few if any NPC stations and barely anything for sale. Stocks are empty. forget mining the payout is less than mining scordite. I think 0.0 was supposed to be where player owned stations would have been viable and active 100% player owned trading,commerce etc.. would occur. Unfortunately it seems many folks prefer to sit for hours on end at gates so they can blow up rookie ships and shuttles. So 0.0 is a dead zone where nothing happens.
0.0 is the bad neighborhood where no one visits and there is nothing worth visiting. There is much more to do in other places.

0.0 is player driven space. NO rules, NO boundaries, NO enforced morals or limits other then what's simply needed to keep the game in hand in terms of abuse and stuff.
That is what 0.0 space is about, not about who kills who how, it's about WHY. It is about creating an empire you can organise, build, supply, and protect for yourself, using you talents and not those of concord.
Cosmos and the NWO will bring us this, piece by piece, inevitably. Because that is a core part of the mission behind this game.

I have played this game actively and with dedication from June 2003 untill today. I am one of the most active forum users when it comes to voicing my opinion on what makes this game what it is. And I am simply in love with CCP's mission.
I am quite sure that I am perfectly within my rights when I say I understand a whole lot more about Eve then you do, or ever will by the looks of it.

On the contrary zaqq, 0.0 is far from boring or useless, however it is only what you make it at the end of the day, which is what 0.0 is all about.

read the goddam thread again.
its about;
1, emptying empire as is.
2, getting isolated empire corp members to work as a corp.
3, creating more corp roles for members
4, giving newer players a feel for lower sec
5, making corp members feel active/usefull
6, creating more opportunities for corp warfare
7, increasing players tollerance/willingness to pvp
now, if you got anything interesting to add feel free.

To the original poster, your idea is totally against what this game is about. If you have been playing as long as you say you have, and you still dont get that..well...
You have to fight for space to call your own, it certainly isnt handed to you on a plate
