These are offered by "Hi-Tech" NPC Corps.
For Caldari I think they are the Kaalak, Lai Dai and Suuk corporations.
Yes it is still 8000 lps offer.
Got this offer a week ago, so I know that the Loyalty Points required is still the same.

Lai Dai corp as far as I'm aware.
I got mine through Kaalak so can't be 100% certain

Shinca, same thing applies to Gallente. It will be the Gallente "Hi-Tech" corps that give the Nexus as lps reward. Having never shown much interest in Gallente I can't tell you which corps they are, but would hazard a guess at Duvolle Labs, Roden Shipyards and Creo Dron

I had a Gallente Beta Nexus Chip from Federal Navy Intelligence. That's not a high tech corp surely?

likewise, I get the matari BS nexus chips from RSS. I guess they are just a standard offer across all agent types. It seems to be a quite rare offer though.
Your best bet is buying one really, The Caldari ones seem to go for around 270mil. Other races chips resell at around 160mil or so.

From what I've read and experienced, any corp can give out the chips (I've recieved a chip from a navy corp). However, you have a much better chance of getting one from manufacturing (and similar) agents. I've so far gotten 2 chips from an amarr constructions level 2 manufacturing agent.

nice to know how to get them now
but do u need to do lvl 4 missions to get the bs type chip or are they handed out with lvl 3 missions also ??
cause with lvl 4 missions u only have to do 2 missiosn to get that 8k lp

the chips r handed out by any corp within the given faction (as answered by a question to gm from me little while ago).
bs chip = 8000lp's
cruiser chip = 4000lp's
frig chip = 2000lp's
haven't yet managed to recieve any myself as their considered fairly random as to actually getting the offer compared to other available offers from the agent.
still trying though, but ended up buying fair few chips that i have.

frig = 500
cruiser = 2k
bs = 8k :P
only one i've been trying for is the BS chip :P
like i said, been trying for quite a while -.-, got 5 agents with needed lp's yet all refue to give me my chip :(
