First off, I'm not looking to exploit the system to "farm officers". I am more interested in which sec level systems officers can spawn in. I don't believe that is exploiting the system.
-0.86 is pure speculation and unverified, so I'm not sure what makes you think that it is exactly -0.86 vs. -0.8.

Which patch did CCP change to "dynamic spawns"? One of the last 2 or current one (Retribution, Inferno, Crucible)? |

I don't recall the date, but officer spawns were made more difficult to kill around a year ago, maybe more. In Incursion 1.2 the officer difficulty was increased to better reflect their pimp fits.

Maybe you should correspondingly increase the chance of a drop. The spawns themselves are already really rare, and then to have them not drop anything of value is really ****. I had 2 officer spawns in Stain both in a 0.2 system
One was a Chelm officer that dropped about 10 bill altogether. So yes it can be random (not really sure its truly random however).
And yes they are much much harder now, unless you are skilled and can figure out how to beat them, you will die alot and quickly as many neut you at 50km pretty instantly.

It doesn't have to be NPC null, but I've heard it said that because of the "broken" true sec there that they're able to spawn in any system, while in non-NPC null they are (supposedly) limited by truesec. |

Is it broken though? Seems it would make sense that officer rats are more commonly found in their home regions, particularly near the systems where they reside as mission agents. It also scales with risk vs. reward, since NPC nullsec tends to be riskier to rat in than home sov. Officer spawns are ultra rare & designed to be a group thing. They have spawned in -0.5 all the way down to -1.0 You can ask for data all you want, but this info is not collected in any database & people are not willing to share where they got it.

Ok, but what was the sec level of the system(s) that you got them in? |

Fair enough. Can you tell me if any part of the following is true or not true?

You can take them on with a couple of accounts if you know what you're doing.
There definetly appears to be a rarity increase with Retribution.
Eve is like one big database, surely then within this data base we control rarity of items that are not manufacturable. To deliver the Officer items we have Officer Spawns, Faction spawns also but can be found elsewhere from belts.
If a belt can only produce an Officer. If Officers no longer Spawn after downtime. If rats are static spawns that stay in system until killed. If they only cycle spawn types when being killed.
Then surely Officers are linked to ratting and the requirment to feed new rare modules into the game.
How is it fed into the game though? Is there a queue system or kill value trigger..
I dont really have the time to test/research.

I've been playing for 7 years. I spent many of those years ratting in null sec between getting kicked out of 0.0 by better alliances. I have never seen an officer spawn. I have nothing useful to add to this thread. Please ignore my poorly disguised whine. |

Umm... I picked up over half a dozen rather expensive Sansha & True Sansha modules off officer spawns in those dinky little "random scan" 0/10 sites that pop up in every system that almost everyone ignores. Meaning... yeah, I found a 10,000,000ISK officer thingies in 3,000ISK bounty ships before. Yes, hisec. Like 1.0 systems.
Hasn't happened in a while though... maybe CCP took them out? Sure was some nice treats, though. EvE Forum Bingo |

Everything about 'officers can only spawn in -0.9, -1.0 space' is bull. Couple friends farm officers (ie, belt rat all day, almost every day) in -0.2x systems, and get officers very regularly. The particular region you are in, matters. The time of day, or security of the space does not. Additionally, you are MORE likely to get a good officer spawn when you chain the belts, than when you do not. You do -NOT- have to fully clear out a spawn for it to spawn back with and officer or faction spawn attached. Unfortunately, most people don't seem to understand this, so they really shoot themselves in the foot by simply clearing all the spawns, and getting not only officers at a slower rate, but also get much lower bounty ticks. |
