I did every thing that was in the FAQ's . . but now I get a message "Incorrect login name or password"
so am I supposed to make yet another account ??
because there is no information how to make a account for the test server.
any ideas what I may be doing wrong ?

What this ugly Amarrian is trying to say is. 
The "Test Server" only has accounts that have been copied over to it. So you must wait till the next copy takes place. Then your account will be avaliable on the "Test Server" to log in and play. All players can go on that server and "Test". Normaly when you have no account on the "Test Server", then you're a new player and your account has been copied over yet. Just give it some time!

I have been waiting a month for this latest patch to come out since accordiing to the FAQ . . you can not log in if your account was created after the latest patch, now there is a new patch .. which came out after I created my account . . so if I read correctly I should be able to log in now . . or am I wrong ?
every thing works and has been done as it was written in the FAQ.
here is the only thing that is different.
4) Type in your user name and password, select dev as server and press connect. Most likely you will get an message saying something like this:"
There was an unexpected error while retrieving patch status The patchsystem was not able to locate a patch file for the current version Please try again.""
I do not get that message what I get is the login nmae and PW message.
If they want PPL that has had 6 months plus before playing on test then they need to add that to the FAQ . . my account was created before the last update so I should be able to login now . . unless they do not want someone that has less then such amount of time to play

Patchdates have nothing to do with the database being copied 
I think the last copy was 3 or 4 months ago, so if your account is younger then that, you won't get in now, ya gotta wait for the next db copy.
Also, it's not that they don't want you, it's that the eve database in London needs to be copied to the test servers in Iceland. Takes time

Yeah wait at least 2 months into the game before you try the test server - at the moment no one player wise is able to log in - try again tonight but the log in bar gets to 80% and freezes over.
Guess we a) wait for a mini test server patch b) well wait lol

14.3 How do I access the test server?
The test server is open to everyone, but the information about the accounts and characters is only updated periodically from the live server. You may not be able to log onto Chaos if your EVE account was created after the last update. From the EVE log in screen, select the ôTestö option to enter the test server. A message will be displayed to alert you whether or not the build you have of the EVE client is compatible with what is currently in use on the Chaos server

I took their meaning as last update being the latest version .. and what your saying is . . I didnt read that very first sentence correctly  . . kinda confussing, but not any more .. just seems I read into it wrong.
so just keep trying till one day, someday . . I'll get to login

well when I was trying to log in It read there there was 6 ppl on the server
I can wait . . it was just I misunderstode what they meant by updating . . I was thinking version . . ya know the game . . nothing about accounts being updated, tho it was written there . . damn selective reading syndrome . . yeah that's it . . I gots the sickness
