Ok, seriously. I traveled 28 jumps into 0.0 with a friend the other night. I was inticed by the stories of people fighting 6 million dollar NPCs that drop cool loot and put up a good fight. I wasn't even expecting to see that, but was hoping for something or other that I couldn't find in a 0.0 that is adjacent to a 0.3. The largest spawn my friend and I found was a 500k bs and 4 frigates.
Bad luck?
Poor location?
Nor far enough?
Or did CCP change something about NPCs and making them complete crap no matter how far you go and I just didn't hear about it?

You need to put mining lasers on your ship. 750k rates will spawns will be many and often then
It doesnt matter how far in you go. I saw dual 750k spawns in the first system in last night.
6mill ISK ships are uber rare.

The empire carebear misconception of 0.0, is that theres officer spawns in every belt. Unfortunatly, you wont find much past 750k in the first region, and up to 1.5 mil bs get reasonably common after that. Be paitient, kill off a few spawns, and one might respawn on ya.

The "0.0" systems are not true 0.0 They all have a value between 0.0 and -1.0 The closer to -1.0 the actual security status is the better the ore is and the better the rat spawns are (generally). Most of the regions I've looked at have only a few systems lower than -0.8 and those systems are where you'll find the 1.5 mil rats and more frequent officer spawns. It seems like the officers come into higher sec systems more often than the 1.5 mil rats though, but they are always rare.

And yes Providence does suck, I just glanced through but it looks like this is the best system for ratting there  PI5-39 -0.428331855868174

There is a site somewhere which shows the true security status of systems. Some 0.0 systems are, in fact, as low as -1.0. As far as I can tell this means better and more frequent spawns.

once upon a time there was a bug in the kill mail notification system where the security system of the solar system you were in was posted "unmodified" in the kill mail... -0.5 for example instead of only 0.0 like the map shows.
i doubt theese security ratings have been changed and if they do they havent changed many systems.
The reason why they arent displayed with their proper security status is because of resources... to encourage exploring over comfy fireplace planning (my ship comes equipped with a chimney)
to my knowledge thats they only source of information on the "real" security status of 0.0 systems... those old kill mails. Would be interesting to see if anyone compiled it to a comfy read. Its not like its difficult to find out really or guess... People would rather put down their base based on stragedy than purely on numbers anyway... although granted that a few more strategic points might be created :)

Yep, same thing happens to me. it sucks.
Dont know what the loot goes for now... but i know people who have killed 1 9mill officer and gotten 1 billion in mods out of it, 7-8 items, every single one being good.
Yet the dozen or so ive killed..... lol.... sigh.
Best item i ever got was a moun ballistic coil, and it was off a dread cruiser!?! ...
All the named bs ive killed = nothing.

I know this is a silly comment, but didn't the commander drop a cargo container, or when you opened the cargo container it showed empty ?
That a can looks empty, is a bug with commander loot and can happen. Just re-open it a few times, and then all of a sudden it's filled with the apropriate items.

At the moment Jokastis - the commander and officer spawns are incredibly rare. With a week of NPC hunting, you'll find one commander if you are lucky. With a month, you might get an officer. Now, normally you will find these: 500k, 750k, 1m, 1.5m as bounty level battleships. The loot isn't normally good either :) --------

Now you see why people who live in 0.0 complain about level 4 missions in Empire and instaspawning 2mil+ bounty rats in 1.0 systems.
And then the Empire guys whine that the loot drops aren't very good.....

You have to go to a -0.8 or lower system. There's a thing around that shows the negative sec ratings of 0.0 systems somewhere... you can use it to find systems with top end rat spawns. -- The best description of alliances, ever:

you dont have to go to those systems only. the named bosses spawns in other systems also.
and no all the named bosses ive gotten in 0.0 have dropped 0 cans.
ive done my share of L4 missions and ive done my share of 0.0 rathunting and the difference in cash is that in 0.0 i dont have to fly around 10 systems back and forth and **** around i just go out and start beating rats and get ****loads of stuff and bountymoney. to make the same amount of money in a L4 you have to do them fast and scoop all the loot wich is not that easy to do all times. 0.0 rathunting > L4 missions.

It's true that you do get those nights where you find 2-3 dual 1 mil BS spawns and just chain your heart out (or when you pick up an arba seige or two), but the main difference I've found between 0.0 hunting and missions is that with 0.0 hunting you also have those nights where you fly to every belt in three systems and find nothing but cruisers and frigs (and yes, this is deep 0.0, pretty sure -0.8 and lower). With missions you know you're going to get at least a few BS. Honestly, this may just be me, but I made way more (even when I wasn't collecting loot) in my L4 mission running periods. ----------------------------------

I really, really wish that 0.0 had the frequency of BS spawns that L4's had. As someone that NPC's in 0.0 I know you are completely insane by suggesting 0.0 NPCing is better than L4's.

Then add the fact when doing L4's, the risk element is basically non-existant into the equation.
0.0 - more risk, should have more reward, not less. --------

It might just be my horrible luck, but when I used to npc hunt in Venal I rarely, very rarely, got a 1.5m raven spawn. NEVER once did I get a commander or officer.

Wierd , I might be rambling but i've been shooting commander ships really often recently , and even a seraphim cruiser-spawn and a corp pal have encountered 3 (yes 3!) NPC hauling operations in the same system within 2 day timespan. Worst part is , they drop crap loot so it isnt that good anyway .. but there is a chance atleast
