If you are new to elite frigs, you should get a harpy. Its easy to fit, easy to use and very powerful.
Interceptors are a lot harder to fly since they die pretty fast. If you are new to them and dont have very good skills, get a crow. Otherwise Id recommend you using a raptor.
raptor > crow in experienced hands ...

Just got into a Harpy and I am seriously disappointed with how sluggish this ship is. Running Afterburner 2's, getting like 500ish ms, which is just pig slow for a frigate of any type IMO.
The speed of the MWD'ing crow is addictive.

yeah what badboy said, assault frigs are basically expensive destroyers. really really good at taking out frigs and inties, not very good at anything else.

Well, right. I know that's WHY it flies like a pig, I'm just unhappy that it flies like a pig.

While I think the crow is the most fun ship to fly in the entire game it's survivability is very low. Only fly them if you are sure that you can afford to replace them, over and over and over...

killing cruisers with a Harpy is really easy, i've killed a maller and a thorax without even losing all my shields. Either that or FA can't PvP

You don't mention what you plan on using it for. If it's PVP, the speed will probably help you more than the tanking. If you want to use it for missions, complex's or NPC,s I'd say go for the assault frigate. They can take the hits that a group of NPC will be giving you and survive.
I fly an Enyo and it does quite well against NPC's. If I recall, the Harpy is pretty similar except that it trades mid slots for low slots. I use a rocket launcher with defenders and 4 150 rails. The only thing that gives me problems are NPC battleships and certain L3 mission drones.

I can see many ways a maller can be killed with a harpy:
1) Maller is AFK 2) Maller pilot is a noob and has just got into one 3) Maller pilot has no mods fitted

A decent Af pilot could take down a cruiser thou...and technically someone in a bb could pwn anyone...just jam them, you don;t even need skills.

If the AF knows what its doing, it wouldn't even engage a thorax in the first place. A Harpy can, however, beat the living crap out of pretty much any cruiser as long as it isn't hit by the universal anti-elite frig weapon, the nosferatu

And if ur in a cruiser V a blaster harpy, Uve got 20seconds to do sumin b4 u die.
I took out 2 dominxs wiv my harpy once it only took a couple of minutes

that must have been afk dominixes i guess... as thorax can easily pop 2 af with good setup :) And you cannot break bs's tank with small guns.

Hmm this is a hard choice. I would say go for both. It really depends what you are going to use them for. Intys suck very badly for NPC because NPC pretty much cheat and will hit you 80% of the time when you are going 3600. or even going like 1300 with an ab. With a harpy or hawk killing npc is ridiculously easy.
When it comes to pvp i think i would take a crow if you have friends, and like podding. Crows can take out dd's and frigs without ever being hit, but killing some cruisers can be a problem, because of thier tank, and guns. I did manage to take a maller (i believe) to 40% hull before he warped out (stupid WCS's) It just took a somewhat nooby pilot, mind you he was using guns that track very well. I had to warp out a couple times to find the right range and right tactics but killing low level cruisers can be done in crow's. I say go with AF first because they are a lot less stressful and a heck of a lot easier to use.

My Blaster-Harpy has taken out a Ferox using 5x 250mm rails & 2x heavy launchers. It was also tanked. All you have to do is tank the damage until you hit a good range, and pray they don't use Nosferatu.
