(edit) ok i was wrong 
just put it in: 2250 secs with Production Eff. 0
with Prod Eff 5 it is 30 mins exact, 48 units per day.

It's the industry skill that changes manufacture time..
4% per level .. all builders will have lvl 5
37.5m base..
30.0m produce with lvl 5..
