NPC corps are ok, moaners about they can't wardec NPC corps? -fleet up and roam in low/null, no need to wardec whatever, just move there and shoot. Problem solved.

You either want to get around the mechanics of concord that make high sec what it is, or you want to war dec one pilot . If you are after one pilot your threat of war deccing for him being in a corporation can be enough for them to kick them out preventing him from playing in a social manner on atleast that toon. If you still hold a grudge you can go through the effort to find out the players other toons and dec them. Otherwise sucks for you.
