I just implant myself a 3% shield capacity implant and my shields are still at 6000 HP's when they shoud read 6180 HP's.
Does anyone knows whats happening. I already reloged and the problem is still there.

you sure it was 3% capacity and not the 3% power upgrades one?

Improved skill at regulating shield capacity. 3% Bonus to shield
capacity.

you tried actually changing ships? I know recently when one of my skills was upgraded it did nto affect ship till i changed to another then back to the one I wanted.

I changed to a shuttle inside station and back into the raven again the problem remained.
Perhaps i should file a petition?

I would'nt file a petition till after downtime tommorrow, but a bug report is probably better, I think I have one installed I'll check when I get back home to be honest I never even btoher checking if these thinsg worked I just grabbed them and threw them into my head :).

I had something like this when I put a tracking enhancer on my ship, it didnt update, yet I was getting optimal at what it should be. Could be a graphics glitch? Others ye, wait for downtime.

That is probably the shield bonus from the Leadership skills.

It seems that if you delete your chache folder it will be fixed.
If someone is experincing this make it so.

Have you tested this? I have a 5% shield capacity implant and my shields on my raven are also at 6000 while it should be 6300.

NOP, it seems it DOESN'T work either.
Don't delete your cache. It doesn't fix it. 
It seems that sometimes it works and others you back to square 1. It seems to work while i'm in a gang although... strange stuff these EVE bugs.
