Depends greatly on what you intend to kill.
2x Cruise Launchers, Improved Cloak
Anti-Indy:
H: 1x Rail, 1x Offline Scan prober
M: 2x sensor boosters, 1x warp disruptor +1, Cap Recharger
L: 2x Cap Relay
Anti-Frig:
H: 2x 125 Rail
M: 2x Sensor Boosters, 1x web, 1x +2 scram
L: MAPC, Inertia Stab
Wolf Pack:
H: 1x Rail, 1x Remote Armor Rep
M: 1x Sensor Booster, 2x Sensor Damps, 1x Cap mod
L: MAPC, Inertia Stab
Thats been my setups. I think they are a pretty good fit on the Nemesis, but overall, bombers suck arse.

There isn't one yet, CCP get your finger out and sort these ships. They could be so much fun. /me dreams of Covert Ops Cloak and cruises...

At least a brick could take a few hits. A bomber might survive against a T1 frigate if it had a crappy setup.
I'm saving mine for when they fix them.

There's only one real use for them that I've seen. Keeping frigs from camping a gate. Sit at 50-60k fire 3 cruise, cloak. Till the missile changes the cruise do hit for between 200-450 depending on resists.

and after missile chages they get special bonus to still make them hit for near-full damage against frigates.
