Quick question, can you use a covert ops to smuggle contraband undetected and safe from customs patrols?

no.
Any method you find to transport past customs is an expliot and must be reported via petition system or face instaban. I'll dig up the GM quote for that when i'm not so tired

There is a spreadsheet somewhere with all the contraband penalties on it, but I never kept the address and can't seem to find it again. It's called 'Overview of Smuggler Interception Protocols by Sovereignty'.
Customs response depends on the contrband type, the sovereignty you're caught in and the sec status of the system. Some contraband you can safely transport through low sec systems, some is prohibited everywhere. You can, if caught, loose faction standing, be fined (which is based on a percentage of the market value of the goods you're caught with, and this percentage can be anything from 110% to 1000%  ); you may also be attacked depending on what you're caught with and the system's sec status.
Being scanned by customs, I'm sure I remember, is a percentage chance thing. Don't know how this is worked out though, but I wonder if your standing with the faction has anything to do with it. That would certainly account for why I've never been scanned moving through caldari space.

It's crazy, I wanted to test this out so I filled a little incursus full of drugs and went up to a gallentine gate. Bumped the seargent major's ship, and wasn't scanned. Who knows. I'm stull not sure how this all works

It's quite easy to smuggle drugs and arms around empire, just use a fast, cheap, T1 fitted frigate. Try to avoid usig slow indy or BS. Not even a need for instas, as the smaller the ship is, the less chance you have to get scanned (from my experience).
I've hauled some drugs aroud Lonetrek an The Forge without getting scanned even once.
And no, it's not bannable if you use the game mechanics, otherwise, custom dudes would scan EVERY ships, which is obviously not the case as of now.

I use a covert ops and have never been scanned let alone caught moving stuff.
I wish I would get caught a few times so I can know if its really working, but as it stands since I never been caught I don't know if my info is that usefull.
