Please release secure containers soon that have large capacity....
or
allow trades or some other way to directly transfer ore from a low cargo mining ship to a huge cargo hauling ship (note: it would need to be something that can handle multiple people at the same time such as 12 miners and 1 hauler)....
or
make it where if a player takes ore from a container they did not jettison and is not the result of a ship being destroyed, they can be attacked without police/navy intervention.
Currently, jerks like Gold Mine travel around to various asteroid belts and loot containers with ore that others have mined without consequence unless someone is willing to take the security hit and kill them (it usually happens in high security systems). Most likely, these people are alts created to do this type of thing and transfer the goods or resultant ISK to their main character.

Gold Brick is actually they only can thief I have seen so far that I don't mind. He is in his own corp so people have the option to go to war with him and can then attack him anytime/anyplace without cop intervention.

Doesn't war have to be agreed on by the other party? Otherwise why wouldn't pirate corps declare war on everyone and continue griefing in high sec space?

No war does not have to be agreed on.
Pirates don't just declare war on everyone and come to high security spaces because most of them would still be attacked by Concord because they have -5 or lower SS.
