All the trader templates had lots of charimsa so of course, I figured it would be a good thing to put some points into. I now have roughly 6 intel, 15 charimsa, 10 perception, 4 willpower, and 6 memory. Should I just reroll now before I sink anymore time into this character? I sure like his character portrait.
It also amazes me how any one attribute can be "teh suck" when this game has been out for quite a while. I would expect these little balancing issues to be a thing of the past.
Is there a good guide somewhere dictating EXACTLY what each attribute does? Thank you.

Quick background (basic skills only)
Most ships and gunnery skills rely mainly on perception, secondly on willpower.
Engineering/Electronics and other skills to make your ship better use Intelligence and secondly memory
Learning skills use memory and secondly intelligence.
Charisma is used as a main skill in trade/ social (for missions mostly) and corp management skills.
99% of players will find FAR more use in having low charisma. Theres less skills you can train that rely on charisma. Even if you wanted them all low charisma would not gimp you too much.
On to your question on the reroll. I would. No doubt whatsoever. There will come a day when you want to fly a ship, be it a battleship or a mining barge and it will take you far too long to train for it.
Get other opinions first (and then ignore the ones that tell you not to reroll )

The other reason is that the skills which need charisma are lower level (easier to learn) and less numerous than those which need the other stats. This means that if your charisma is low, you will lose only a small amount of time training the relevant skills since they train quickly anyway. However, if your perception is low, you will lose a LOT of time training the large number of very difficult ship and weaponry skills.
Even if you are a trader that wants to max out all the trading skills, low charisma is not a problem since there aren't that many trading skills anyway. However, if you want to be a pilot and you have low perception and intelligence, you are screwed.
You should definitely reroll. However, if you are planning to play this game for a long time, be aware that it changes continually. It is possible that in the future, charisma may become very valuable. I recommend that you take relatively balanced stats, with no stat overly high or low. Charisma should be at least 5, but no higher than 8. Your perception and intelligence should be high, but not too high either - aim for at least 8 on both these stats.

The thing is, there aren't very many trade skills (and some of those have Willpower primary). There aren't many skills at all that rely on Charisma. CCP changed the market and added in a bunch of skills that improve a character's ability to put in orders, modify orders, etc., and there still aren't many. Traders rely more on their own knowledge and market savvy than on ingame skills. That's why Charisma is a weak attribute.
You might want to start over with more balanced attributes. As a trader you don't have to dump Charisma the way fighters and miners usually do, but having it high doesn't give a lot of benefit. CCP may find some way to make Charisma fantastic, but I wouldn't bet my character on it.

100% for sure you should reroll sadly. I agree it's stupid that CCP hasn't done anything about this. I guess stat balance just keeps getting put off because everyone gets crazy stats via learning skills and implants anyways but having charisma is not something anyone should really want.
CCP should change the new player setup in the meantime so nobody accidentally takes charisma honestly.

Who needs charisma when you can point a full rack of T2 425mm's in someones face, IMO thats a lot more persuasive.
To trade you want the trading skills so that you dont lose as much money to brokers when you do your trading (I'm no expert on trading so there may be a few areas i get wrong but the principal is there), a nice big ship to transport huge amounts of trade goods about, but as someone said a knowledge of trade routes is important and there is no skill for that, you need to put the time in to find them (scout in a little ship, it's quicker), then break out the transport, get rich, and send me money as a thankyou for the invaluble advice. =============================================

Trading is far more skill and knowledge than skills.
And the absolute most you'll need to train in skills is Accounting up a bit to lower the tax (to improve profit on trade runs). If you're doing sales for industry, you'll need a bunch more--mainly the ones that give you more in terms of buy and sell orders.
But trade in general is a brain skill, not one that you can train on your character sheet. -- The best description of alliances, ever:

Before you completely disregard Charisma, A recent Devchat talked about Charisma being a major skill for the revamping of ganging and leadership skills.

ThereÆs a big difference between how Eve looks at stats and how other games treat them. In most games your stats improve your characters performance in some area but in Eve they donÆt have any effect on gameplay just on training times.
An Amarr with a big 3 charisma will be just as effective at trade related tasks as you will if he has the same skill level. ItÆll just take him much longer to get those skills.
When you reroll (and you really should) get a charisma of 6 and make sure all your other stats are at least 7. With some learning skills you can raise your charisma up 4 points in a couple days and then learn every charisma related skill in a reasonable amount of time.
Balance is the key to a good character. No matter what you plan to do in the game you will end up training skills that rely on all the stats. Cutting the training time of one skill in half doesnÆt really help much when it means the training time on the next skill will be doubled or tripled.
Since you do plan to use a lot of charisma based skills you might want to start with a 7 charisma and have all your other stats start at 8. Personally, I would rather have a 6 charisma and move the extra point into intelligence or perception. But 8,8,8,8,7 would work really good too, you sure wouldnÆt be gimped.
