Could someone explain to me how this skill works and how it is meant to help you.
The description is:
Skill at promoting your product effectively. Each level increases a remote sell orderĘs radius of effect from origin. Level 1 allows for range within same solar system, Level 2 extends that range to systems within 5 jumps, and each subsequent level then doubles it. Level 5 allows for a full regional range.
As far as i knew, your orders are shown in the entire region you placed them in, if that is the case, what does this skill do for you thats worth 7.5m.

It is for placing remote sell orders. If you check items at another station through assets you will see the option to sell items, and Visibility affects the range of orders placed that way. So what the 7.5M and training time does is basically to save travel time.

Doesnt seem to work i trained it to Lvl 3
i can't seem to sell into other buy orders at 3 jumps away

You cant sell goods to someone outside the range he specified for his buy orders, that's make sense.
Visibility, as the description don't describe, is used with remote buy order, to specify the range of the order.
Btw, Setting a remote buy is impossible if none sell the item you want to buy at the specified location.
