Anyone knows how to make them or do I have to make one IRL and then convert?

Probably easiest to code them by hand in notepad or wordpad if you know basic HTML.
You can visit in-game web pages and look at the code to see how it's done.

The coding is HTML version 1.0
Only simple tags work, and (eg. tables do not)
I'd also endorse the recommendation to view the eve version pags.
I've created an ASP version of the site for our corp in Macromedia UltraDev, using style-sheets for the standard browser version.
As long as I steer away from tables, I have no problems.

If you know how, i'd suggest to make one in php, let you use advanced features like databases, I did it too for my corp.
Ofcourse asp will do fine too, i'm just more a php person these days :)
And I would recommend Macromedia Dreamweaver MX over UltraDev, just a little bit better, newer and way more user friendly, IMO ofcourse :)
