Caldari agents tracked the Doctor and attempted to apprehend him inside Minmatar Space, but were unsuccessful. The Doctor knew the sympathies of the region, and claimed that he had a cure for Vitoc, and drew on the support of the misguided Ushra'Khan who were just trying to help their people.
All the Minmatar's had for proof of this wonder drug was the Doctors word. The word of a madman.
CAIN attempted to stop the Doctor, to beg that he return to the State so that his biological agent could be researched to allow a breakthrough for good. The Ushra'Khan, impatient and reacting on emotion moved to stop CAIN and refused to listen to reason. The result of their interferance was the forced destruction of the Doctor to prevent him from spreading his weapon.
With a second sample of the agent to be rumored in the Bleaklands, CAIN ships were dispatched to the region to capture Blood Raider agents and to learn the location of the weapon. For several days CAIN Ships were very successful, until the Ushra'Khan, again reacting with more emotion than knowledge launched their ill-fated war into Caldari Space.
CAIN could have stopped this Pandora's box from opening, for all your good intentions it was YOUR organization that has responsibility for the sample being spread out of control.
History will show that is was the Ushra'Khan that was responsible for the deaths of Millions of Minmatar.
This makes sense to me.

No, you killed him. Plain and simple. You DID stop him.
I'm pretty sure that there was a dialogue between Doctor Hnolku and CAIN (amongst others) behind the scenes.

Had they not decided to steal the property of Ishukone, but handed in their work notices and left to create the formula with their own money, then they could have gone freely. It was Dr. Hnolku short sightedness that put him and his wife in their positions.

The average unenlightened Minmatar has trouble understanding the concept that theft is wrong.
