As far as you know, is the 15K LP confirmed as treshold to have that offer?
I'm running 4 agents in parallel, lv 3 different quality...and still no offers for those skills.....

most likely you have to work for a school agent. i get gobs of skill books.

are you getting those as agent bonuses for a completed mission or agent rewards from LPs because as far as im aware LPs and there rewards are all the same for each agent.

Yes, I've gotten both my books from an agent for 15,000 LP. One agent gave me the book when I had 15,500lp, and the other gave it to me when I had 19,400 lp. I run two consecutive agents and it took me 2 days to get my first book, and almost a month to get my second.

I had 17k and some change when my agent FINALLY offered this to me.
I guess you can play on that treshold :)
