So because of all the Aholes handing out bounties for no reason, CCP please give us the option to pay our bounties off.
I'm thinking 10 million to get rid of everyone 1 million of bounty.

I'd MUCH rather have increased manufacture costs.
Completely rebalance the mineral yields of the ores, all of them. Get the mining rebalanced between high, low, and null. Get the mineral yields higher across the board so that we can finally lower T1 ship prices back down to the days where the BSes were 50, 100, 150.
Over saturate the mineral market so they end up with even lower prices than before BUUUUT increase the cost to manufacture by a lot. Have manufacture costs scale to the m3 of the final product. Make the manufacture cost be as much as 25% of the manufacture process.
Maybe throw another knock at bounties.

It wouldn't be an ISK sink, but you can already remove bounties paying almost 1:1 considering insurance and and bounty going to yourself after you blow your own ship. Only an idiot would pay 10:1. Bad service.
