We are happy to announce a firm date for the inaugural tournament of the Syndicate Competitive League. Our first tournament will be held on the Weekend of February 23 and 24, With the following weekend reserved to finish up in the event of any technical difficulties. In addition to the dates, we would like to also release the official rule set for the SCL open.
Tournament Rules
1. This is a double elimination tournament format, with 8 teams allowed to enter. 2. As a player, you may only participate on one team per season on any character you own. You may participate on the same team, with as many characters as you like. 3. Tournament bracket seeding will be done by a neutral party, and will be posted as soon as registration is complete. 4. All match results and decisions by officiators may only be contested within 5 minutes of the end of a match. All decisions regarding the contest are final.
Match Rules
1. Teams can field up to eight pilots on the arena 2. Fights are limited to 10 minutes. If a fight reaches time, the team with the most points remaining on the field wins. 3. If fight is tied after 10 minuets, the next ship destroyed will win the match. 4. Intentional pod killing is not allowed. 5. Each match consists of a round of three fights, and the match victory is awarded to the first team to reach two victories.
Penalties A player found breaking any rules can be penalized to various degrees, depending on the severity of the offense. All penalties are incurred at the tournament organizer's discretion. Decisions are final. Penalties may be levied against a player or team and may include but are not limited to: Points deduction Removal from the fight Ban from competing for one or more matches. Ban from competing for the remainder of the tournament, and/or any future tournaments. The referees can call a match null and void or declare a result if they believe that one of the teams is not competing. This tournament is designed to showcase the talents of pilots and should be entertaining.
The following restrictions are in place after teams warp to the arena beacon 1. Locking players before the match starts is NOT allowed. 2. Activating aggressive or targeted modules before the match starts is NOT allowed. 3. Launching drones before the match starts is NOT allowed. 4. Moving before the match starts is NOT allowed. 5. Boarding a ship during the match is not allowed.
Ships & Points 1. Each team has 70 points with which to select their ships. 2. Each team may have up to 8 ships on the battlefield. 3. Teams may field no more than 3 of a given ship. This applies to specifically named ships only, and not ship hulls. For example, 3 Merlins, 3 Hawks, and 2 Harpies would be legal. 4. Teams may field no more than 1 logistics ship including tech one logistics cruisers or frigates. 5. Ship point values are as follows. Ship types not listed in the table are not allowed (see point 6 below for Tournament Prize ships). Battleship, Faction - 20 Marauder - 18 Battleship - 17 Black Ops Battleship - 17 Command Ship - 16 Strategic Cruiser - 16 Recon Ship - 14 Battlecruiser (Tier 2) - 13 Logistics Cruiser - 13 Cruiser, Faction - 12 Heavy Assault Cruiser - 12 Battlecruiser (Tier 3) - 12 Heavy Interdictor - 12 Battlecruiser (Tier 1) GÇô 11 Tech 1 Logistics Cruiser - 10 Cruiser - 7 Bomber - 6 Electronic Attack Frigate - 5 Frigate, Faction - 4 Assault Frigate - 4 Interdictor - 3 Interceptor - 3 Destroyer - 3 Tech 1 Industrial Ships - 3 Frigate - 2
6. The Tournament Prize ships from ATVII through ATX are not allowed in competition until further testing on their points balancing can be done. 7. The definitions of 'Tier 1', 'Tier 2' and 'Tier 3' Battlecruisers are as follows: Tier 1 Battlecruisers are: Cyclone, Brutix, Ferox, Prophecy. Tier 2 Battlecruisers are: Hurricane, Myrmidon, Drake, Harbinger. Tier 3 Battlecruisers are: Oracle, Naga, Talos and Tornado
Fitting Restrictions 1. All T1 and T2 modules are allowed, with the following exception: 1. All Remote Armor Repair modules and Remote Shield Transfer modules are NOT allowed, EXCEPT on ONE of EITHER a logistics ship or a strategic cruiser. 2. Faction, COSMOS, deadspace and officer modules are NOT allowed. 2. T1 Rigs are allowed. T2 Rigs are NOT allowed. 3. All T1 and T2 ammunition, missiles and charges are allowed. Faction ammunition, missiles and capacitor boosters are allowed. 4. All drones are allowed, including Logistics drones. Augmented drones, which were previously banned, will now be permitted. 5. Attribute Enhancers that give bonuses to anything other than perception, intelligence, willpower, memory, and charisma are NOT allowed. 6. All Hardwirings are allowed. 7. Boosters are NOT allowed. 8. Cloaking is NOT allowed. 9. Cap Boosters are allowed. 10. The Ancillary Shield Boost module will be restricted to one module per ship for those pilots who wish to fit them. |

Victory Conditions 1. During a match, a team scores points for each enemy ship it kills, equal to the tournament points value of that ship. The team that has scored the most points at the conclusion of the match, or that destroys the entire opposing team, is the winner. 2. If a team chooses to field less than 70 points, non-fielded points count towards the opponent's score. 3. If a fight is tied after 10 minutes, the next ship destroyed will end the match. Ships and Bans
Team captains must be online and available to conduct ship bans 10 minutes before the start of each round of the match. At 44 minutes before each match if the captain is unavailable their team's bans are forfeit. 1. Each team gets two bans. 2. The way the banning phase works is as follows: 3. The team which starts the banning phase is decided randomly 4. All ships that are eligible for competition are eligible for banning. 5. Bans are done sequentially in alternating order. For example Team A will take the first ban, Team B will take the second ban, Team A will take the third ban and Team B will finish the banning phase with the fourth ban. 6. Each ban has a time limit of 30 seconds; if no ship is selected within that timeframe the ban is forfeit. 7. Each ban targets a specific ship type and not a ship class or other hull. For example, banning the Harpy would not exclude the Hawk or frigates in general.
Teams should endeavor to have multiple ship setups available as bans may impact your primary team setup. No additional time will be given if teams do not have eligible ships available. |

What are the prizes? Is this a CCP Event or a player run event? If this is a player run event, how do you intend to enforce the rules of implants, fits, ect ect. (What is stopping me from bringing a brick tanked officer fit ship + slaves and just not dying?)

This is a player run event, but we will have a dev on hand to handle the same server functions as were used for NEO and AT (moving people, checking fits/implants.)
The prize pool is not finalized, but we had so far confirmed Monocle Madness and Wonder bet who are kicking in roughly 10 billion a piece. We are shooting for the 25 billions isk mark for the first tourney. |

I don't feel like this hould be allowed. This is dev interfering in the game in every single way. If it's player run players should be organizing security and such. Not devs interfering with the game. Eve is a sandbox. |

Good, but also why do we need a dev to do it... I mean we can ask, and this probably isn't the way to ask, but I'd love to see a fully player ran competition even if it is on the test server. |

I mean we can ask, and this probably isn't the way to ask, but I'd love to see a fully player ran competition even if it is on the test server.
It is more a matter of simply saving time in between matches than anything else. There is a reason CCP developed the tools they did for the AT and NEO and that was to make things quicker and easier when it comes to setting up and officiating the matches.
Going into this, we had planned on not being able to get any CCP support, and had methods in place to set up matches with nothing but the tools that players have. This method required FAR more people to work however, and was not 100% fool proof. Enforcing the implant rules would have also been an issue (we did not want to unban pirate implants because we think they break the balance of the matches.) With the dev tools, we can put teams in place far more quickly, and do not have to rely on the honor system for implants.

It is something I had thought about as a rather inelegant solution, however with CCP assistance, having certain things such as this as close to the AT experience as possible can only be of benefit to this tournament and the teams involved. |

Thank you for the effort and CCP for providing assistance, their tools will come handy no doubt.
Just for the sake, regarding implant scams, you can make mandatory for players to plug in +5 learning implants, and you check if they have implants in the cargo. Once done, pod them, and if +5 does not show, disqualify them. Since it is test server, 100 isk for one is not an issue.
As for the boosters, I can think nothing but either allow them, or puting people on POS and guarding them for an hour. This would be very unpractical, both organizationally, and match wise, as teams woud have too much time to think about their tactic, knowing what would opponent field.
So once again, having CCP GM and AT tools is big help.

I think rumor has it the tournament will be on Sisi, but I am sure those of us interested would like a definite answer. |

For the Open, the Gnosis will not be allowed. We will be looking at how it compares to the other BCs point wise once its stats are finalized and it makes it onto TQ.
As for any other new ships being tested on SiSi, the same holds true. For the Open Tournament, any ship not live on TQ as of 2/1/2013 will not be allowed. |

Updates:
Streaming- Will be done through Twitch TV now that Ow3nd has gone under.
SiSi ship stats- There are going to be changes live on SiSi to the BCs ship stats (we did not know when this was going to go live at the time we first drew up the rule set. BC points are being looked at with testing finishing up this weekend. Expect an adjustment to the points value of BCs. The Genosis is still disallowed.
Website- I dropped the ball on this coordinating between our graphics design guy and our web design guy. The situation as been rectified and the website will be going live any time now.
Teams- We currently (as of the time of this post) have 7 teams registered leaving one spot left open for the Open.
Broadcast Dry Run- We will be doing a dry run on our broadcast and match procedures on the 9th of February. We will be looking for a few teams to participate in "exhibition" matches while we work out the kinks on how this is all going to run. These matches will be meant for fun and bragging rights and will likely include off the wall rules and stipulations., we don't want you having to give away your actual team comps for this. You do not need to be an actual tourney team to help us out either, if you just happen to have 8 guys and want to mess around for the day we would love to have you.
