Having a decloaking mechanic has always been hard to balance as some really hate cloaked ships while others think they should be more or less completely untouchable.
I have a suggestion where a cloaked ship can remain cloaked for as long as it pleases, but if it decloaks and get "tagged" by the wrong ship its cloak will no longer be of use. Here is how I imagine it working:
1) A cloaked ship decloaks for some reason (jumping through a gate, attacking a miner). 2) Another ship (maybe the miner) with a special signature scanning module manages to target it and run a scan before dying or the other ship cloaking up again. 3) The scan produces a signature token in the cargo bay of the scanner ship (which may or may not be destroyed if this ship is destroyed). 4) The token can be loaded into the scanner (which takes several minutes and disables the scanner), but once ready any scanning done by that ship with probes or other means WILL be able to find the tagged ship, even if it's cloaked. 5) The token can be traded/handed between different players as one would expect.
So essentially as long as you are very careful with your cloaked ship, making sure no one ever sees you uncloaked you're safe. But if you use the cloak to pray on people, or stay very long in one spot, someone will eventually tag you and your current ship will be possible to find by *someone*. |

What problem are you trying to solve here? Why is this needed?
CCP Zulu..... Forcing players to dock at the captain's quarters is a form of what we actually wanted to get through, which is making Incarna a seamless part of the EVE Online experience. |

While there are ways to counter even that, it's all pretty complicated with traps, bait ships and precise execution to consider, while all the cloaky ship has to do is push a button and disappear.
In this case it might be beneficial to be able to eventually flush out the cloaky ship if he stays in the area. |

But that is not a problem to be solved, that's just the way cloaks work.
The thing is, you can stop them recloaking as Astroniomix points out. You can also get close enough to stop it, so they do already have counters.
I'm still not seeing a problem, that needs to be solved.

No. This would break cloaks, and clearly it was not cloaked if attacking anything, making this irrelevant.
I appreciate you don't want things you can't find mucking up your otherwise perfect awareness of the system you are bearing in. (Yes, you are bearing. If you have any fighting ships active the cloaked vessel's threat becomes trivial. IF you want to make a thread against hot dropping, then you should do just that)
Simply amazing, how this thread tries to point at the symptom of a real problem.
It is not that cloaks should not change, but this stalemate effect is countering the free intel being given out by local.
We have right now, a case of: "I know you are there, but I cannot find you" (Absolute presence awareness countered by absolute location concealment)
You cannot change one side without the other, and still have balance.
Too much focus on how to remove AFK cloaking. You are addressing a symptom of a problem, not the problem itself.
If you want to remove AFK cloaking's game impact, remove cloaked ships from displaying in local.
When this is done, it becomes reasonable to consider means to hunt cloaked vessels. NOT before this happens.
So long as people in a system magically know cloaked pilots are present with them, cloaked vessels should not be vulnerable to being hunted effectively.
Cloaking will be earned when cloaking awareness is earned. Balance must be maintained. Cloaking being on a ten minute manual cycle timer? (Author: Bree Okanata) Fine. As long as there is a ten minute timer for being docked in a station. Also, you can't stop moving in the game. Just add in a way so every ten minutes you are randomly warped to the nearest other player. Keeps people from going AFK. |
