Yes, piracy is alive and well in lots of places, not just in the Eve-Online universe. Although these guys are asking for ransom like real pirates. ;)

The only diffrence, in the real world, goverments hunt pirates down.....

Not really, in those part of the world where they operate, there are no effective governments to hunt them down. The Gulf of Aden and South China Sea are where three-quarters of attacks take place, they're a bit like 0.0.

well,in somalia it isnt just lack of govermental will to hunt pirates, it is effectively 0.0 space, to use eve terms.
Somalia havent had laws and goverment for a decade.

I think piracy in eve is just fine the way it is. I've only once been ganked by one and that too was while running afk through an area where I knew I propably would be ganked.
It's just like real life.. In every larger city f.ex. there are insecurer areas, where you're more likely to
be robbed. Compare 0.1-0.4 to 3rd world cities like
Johannesburg, where you get shot first and then robbed.
You can avoid getting pirated easily by being aware of
your surroundings, the routes you take, and if your
map indicates a system hasn't been safe during the
last hour, and you still enter, it's only yourself you
can blame if a pirate kills you.
Furthermore, eve would be awfully boring if it was
like WoW or DaoC where only people in pvp zones can
kill you (or pvp flags etc).. boring boring..
Imho, CCP has made a very good effort at making eve
a realistic scifi world.
