Puzzle 1
earth=6480000, air=72900, fire=21870000, water=2592000, wisdom=?
Puzzle 2

Note: I don't know the answers, so I can't give hints.

Very clever. But if you read that page properly, you'll see it's just a list of puzzles without the answers. No ISK for you I'm afraid ;)
They are from an old MUD called British Legends, which is the current version of the original and first online game created by Richard Bartle.

A little vexed with the second one. I assumed it was a simple substitution type cipher. Figuring that, I would guess that the x has to be either an "A" or "I" as they're the only single letter words in the english language, so substituting letters for numbers, and then rotating them all by the difference (wrapping back around on an A or Z) I got nothing that makes any sense whatsoever I'm afraid that without knowing anything more about either puzzle I for one have no ideas. Ah well...maybe that idea will get the ball rolling for someone with more time and patience than I have right now!

I tried the simple rotating cipher and didn't get anywhere either... Also I tried assuming the "cel" was "the" ('l' is very common in the source string) but that only yielded: ***** ***e*t *e***he* the *e*t*** **e*h **e**eh**e***e *eh**e** *? when I ran out of ideas (* = unknown).
The first puzzle I tried multiplying the values of the letters together (so 'a'=1, 'b'=2 etc): Earth:
5*1*18*20*8 = 14400 = 6480000/450 Air:
1*9*18 = 162 = 72900/450 (Woo! Pattern. But: ) Fire:
6*9*18*5 = 4860 = 21870000/4500 (Too many zeros typo'd in the OP?) Water:
23*1*20*5*18 = 41400 = 2592000/62.6 (pah, so much for that idea.)
If you're not penalised for mistakes try: Wisdom:
23*9*19*4*15*13 *450 = 1380483000

I'm no closer to solving them, but I think the second one might have something to do with humble numbers (which, apparently, are numbers whose only prime factors are 2,3,5 or 7).
air=72900 = 634th humble number water=2592000 = 1596th humble number earth=6480000 = 1963rd humble number fire=21870000 = 2537th humble number
Can't seem to find any patterns, though, and my brain hurts

Solving puzzles is fun! Only i use the same method as Holland. My equation follows:
Time=Money My Money > My time Money to you = Answer to me
Unfortuantely this helps zero when trying to solve a puzzle for someone already offering a reward

Well however you translated that from the original text, translate "ruby" back the other way, and that's the answer.
As to the first one .. I *remember* solving that. It's one of the few I actually solved myself, rather than trading for answers or spying on someone typing them in. But I can't remember what the answer was

Please provide the method of translation to receive the 10m for this answer (in such a way that I can translate 'ruby' back, as suggested above).

the second puzzle uses a slight variation of the ceaser chiper, the ceaser cipher uses 2 instances of the alphabet, with a keyshift, it is also known as the sliding alphabet cipher bcos of what it invovles.
ABCDEFGHIJKLMNOPQRSTUVWXYZ DEFGHIJKLMNOPQRSTUVWXYZABC
however the above puzzle also apears to use spaces as characters also, so you get two alphabets like,
ABCDEFGHIJKLMNOPQRSTUVWXYZ DEFGHIJKLMNOPQRSTUVWXYZ ABC
now, all you need to know is the shift in the code which with a shift of 12, gives,
ABCDEFGHIJKLMNOPQRSTUVWXYZ OPQRSTUVWXYZ ABCDEFGHIJKLMN
So translation of,
RMDTU ZQPLRC YLHTMELD CEL RLACQOU FDLDE ZQLUDLETQLQJQL RLETQLUP X? FASHIONED FROM WHAT SORT OF PRECIOUS STONE IS THE EYE OF THE IDOL?
I hear ruby is the answer,
CFQM is ruby if you translate backwards from coded to uncoded as such, FIQM is ruby if you put it INTO the code, so, dunno which version you need however,
EDIT: the spaces are different size to the text so makes it slightly off when looking at em, dunno how to change that unless i put it on a piccy + host it fo yah all.

Thanks. After posting here I figured out how you did it by matching your translation with the original code. I've sent you 10m isk.
Anyone had any luck with the other puzzle? It's been suggested to me that they could be a set of simultaneous equations, e.g. A*I*R = 72900 etc. Presumably some sort of pattern would have to emerge to be able to fill in the extra letters in WISDOM. However, I had no luck in solving the equations like that.

Nope. It's an alphanumeric code, I remember that much. I just can't remember what the code was
