Theres been a bit of back and forth on whether they should be solo-able or not.
Depending on your viewpoint (love em /hate em) you can pull a quote out to suit your cause.
At the moment the quote you pulled out is the gospel.

they either cant seem to make up their minds which way it is or there just plain liars. they change their mind all the time bowing to pressure from 1 group or another

I've always thought that level four agent kill missions should be doable solo for experienced pilots.
I also think that the teamwork missions should only be necessary for level five agents.

But not by every body jumping into a Raven at the fastest possible instant and wandering through them (As I have just done with my new toon) with relatively little risk.
This is just a good re-balance to slow the economy of EVE down after over-heating recently, and even though it affects my new toon directly, in the long run is better for all gamers, whether carebear or 0.0 lover alike imho.
Lvl 4's were way to easy compared to the money you were making, solo. X'Alor and his crew had the right approach and I don't doubt for one second that a 3-4 person approach to lvl 4's will halt at all in "own-ing" lvl 4 missions - but this patch wasnt designed to stop that approach.....
Nor should it.

Now level 5 mission otoh
