Does anyone know the best rig layout for a Maelstrom to maximize cap recharge rate? 3xCCCs? 2xCCCs + 1SMC?

1) EFT is your friend, learn to use it...
2) SMC is the same as a Battery, it adds to the overall pool in the Capacitor. For just about anything BC and smaller, increasing that pool first will help the recharge. So were you talking about a Cane or something, I'd say 1x SMC / Battery and then as many CCC / Rechargers as you felt were needed.
BS have plenty of pool to begin with, and increasing doesn't really help. So for your Mael, 3x CCC is better. |

For a Mael specifically, I've found that Core Defense Capacitor Safeguards give better cap life than CCCs. Either one works though. |

Depends on pve or pvp. Think of "cap life" as "cap buffer." It's useless for pve, useful for pvp. |

BS have plenty of pool to begin with, and increasing doesn't really help. So for your Mael, 3x CCC is better. Unlike a battery, SMCs increase your cap by a percentage, not a raw number, they are no more useful on a BC than a BS. A battery is useful on a small ship because the raw cap it provides is a greater percentage of the total cap of the ship than it would be for a BS.
CCCs are still most likely the better choice for a BS, but the reason is different from what you stated.
