While I think that activley opening the asian market for EVE is a good thing, i have some doubts:

with a population of over a billion, of course there are gonna be people like this.
omg there are chavs which play EVE, don't realease in Britain!!! ARGHARGHARGHAR

I think his point is that you couldn't do this in a Western country, (a) because we have minimum wage, and (b) someone would blow the whistle on you.
In third world countries, where vast number of people don't have food, let alone a job... this sort of thing can catch on. Hopefully CCP can come up with *some* method of preventing it, although frankly I don't see how.

Interesting how its always a prob of someone exploiting some poor sod in a ldc where we should be pointing the big finger at is those arse hats that but stuff off e-bay. While saying "daddy can i have another 1k to buy some nice shiny new stuff for my game".
The really sad thing is of course is the guys running thee types of operations could pay more, but like all DC working in LDC's they pay the minimum required to get the numbers in the gate. Sound familar.

Blame it on the buyer. If there is a demand to buy virtual items for real life cash, somebody will fill it. I personally find such buying incredibly stupid since the challenge in MMORPGs is to actually earn it yourself, but I can understand both sides.
On one side you have the 'powergamers', people who can afford to spend several hours per day getting stuff. On the other side you have people with a lot of real life commitments: job, family, friends etc. People with good income that want to play the game to relax and don't want to spend the rare time they can actually log in mining or earning equipment. They have cash, but they don't have the time.
Everything else is just a matter of agreeing on the price:
