fun fact - in Mandarin Chinese, the numbers "5 1 4" can be read in a way that sounds similar to the Chinese for the phrase "I want death".

"Exactly that," said Heth.

There are many 514 significant locations that overlap the numbers. Ishukone now owned Intaki V, Ishukone Corporation Headquarters Malkalen V - Moon 1, MorduGÇÖs Legion intaki exiles home of Kamokor IV
Yet these just seem to be magical coincidences or are the sleepers pointing out locations that are intruding into their digital reality.
The answer is the sleepers them self. Yet it still seems each individual number is its own significance since CCP always says Five, One, Four. Not Five fourteen or Five hundred fourteen. The Dust part seems inconsequential. |

I assume that it's something like this -- since it looks like is only the mercs with the Sleeper-built implants that have the "514" dream imagery (or what have you).

Dust 514 divided by 2 is 257, which is a 256 ascii character set with one extra character. Wonder if this is something to do with it. |

I think I've solved the core of it. Some of the below is added speculation just for fun.
The Jove are not the real Jove. Or at least not the first. The original Jove civilization created the sleepers, and the sleeper tech that was discovered that enables cloning of mercenaries. I suspect they also engineered the original opening of the wormhole to new Eden. The jove race that splintered from the later colonists through the Eve gate merely discovered something from the original Jovian race and adopted the name, and perhaps some of their technology.
Dust 514 is merely an address. Of the origin of the Jove/sleepers. It is the fourth district of the first Jovian moon, which we call Io. See, Io has some unique characteristics having to do with radiation and electromagnetic flux as it orbits Jupiter. Wikipedia shows that SciFi authors have speculated that the natural phenomenon could "hyper-accelerate spacecraft throughout the solar system". I believe that is enough basis in reality to build a backstory for how the Jovian sleepers escaped the system and found New Eden (or at least wherever they are in W-space. Now it would seem normal that if the new galaxy is called "New Eden" and Genesis is used as a running theme for many of the first systems around the Eve Gate, it would follow the theme to say we came from "Dust" in referring to the old solar system? |

Had some additional speculation over coffee. I think we're going to learn what happened to Earth after the Eve Gate closed, and I think it involves clone armies.
I had suggested that the sleepers civilization was human but didn't come via the Eve Gate. I realize now I don't think it needed to pre-date the gate, and it makes more sense if it doesn't. Eve Gate closes, what happens to those in the Solar system? While New Eden enters its dark ages, those back home continue to advance rapidly. Perhaps aided by exotic materials brought back to Earth through the gate. As was speculated when the sleepers were first discovered, I think they have earth origins. I still think Dust 514 is a research facility on Io. I suspect now that they were working on a way to reconnect to the lost colonists, either physically or psychicly. And I think there was a cataclysm in the Solar system, either a clone war, or some slow destruction having to do with the collapse of the Eve gate. Something that caused a group to start calling it Dust.
And then it seems to open some room for an explanation for why that 514 keeps showing up. Like a homing beacon. Something set into the subconscious of those who are maybe descended from a stray Jove/sleeper or who have integrated Jove tech. Or maybe are just susceptible to whatever might still be happening at the facility at Dust 514.
I feel like there is a better thread for this, but couldn't find one on a quick search. |

Sleepers were part of the Jove that broke away. They had suffered from the same genetic disorders yet chose cryostasis and a virtual world to continue on.
The Jovian Disease caused by rabid genetic modification to themselves presents itself as a continual decline in mental health. It is said to effect every Jovian eventually. Sleepers life expectancy would be much greater in cryo, yet it may not have been enough to protect them mentally. The final stages are paranoia, psychopathy, or sociopathy. Finally, the Jove simply loses the will to live and will cease eating or drinking, eventually succumbing to dehydration. Yet the Sleeper is forever taken care of by their machines.
The virtual world of the Sleepers may very well be a hellscape of insanity which the empires ignorantly tampered with. |

This might be a little far fetched but 5 because Jove are the Fifth race. 1 because it doesn't do anything when its divided, multiplied and there is no root which could mean that they are neutral, they don't participate in anything. And four I haven't given much thought. |
