If own, and fly both ships and they are pretty good. Both can fit a 10MN MWD without problems, which is cool and helps a lot. The Impel is a bit slow to turn around, and i recommend always fitting at least one nanofiber to help with this. The Impels most practical use is to move large amounts of goods through dangerous territories. However in my opinion the Prorator is actually a more useful ship. It can transport a large mining barge if necessary, or small amounts of goods with little effort and is very fast to turn and warp. While the impel warps with 3 AU/s max, the prorator can do this at 9 au/s if i remember correctly, thus capable of outrunning most pursuers.
Aside from that, both look real nifty 
Impel: Basic: Cargo space: 5000 m3 Speed: 100 m/s (no navigation skills) With 7 local hull expanders: Cargo space: 27296.71 m3 Speed: 30 m/s (no navigation skills)
Prorator: Basic: Cargo space: 3125 m3 Speed: 200 m/s (no navigation skills) With 4 local hull expanders: Cargo space: 8242.76 m3 Speed: 160 m/s (no navigation skills)

Both are good but I personally think that Impel is better (which justifies the price IMHO). First of all, with seven lows you can play with cargo expanders vs. nanofibers (or warp core stabilizers) depending on the insta set availability, risk to get shot, and amount of cargo which needs to be hauled.
If this is a regular trade run in a region where you have instas - then 7 local or partial CE of course. When its an empty run to a place where you pick up the cargo - 7 nanofibers + MWD = 1700 m/s - and looking at those funny frustrated faces around you

Prorator forever. Safer and faster. With cold war trade route pass through low sec sistem full of campers. Using prorators with its warp strenght is the best.
