does adv. spaceship cmd. applie just to cappitle ships or the ships that needs the skill or to every ship in game?

It only applies to capital shis, thats is , freighters and dreadnoghts.
This is because only capital ships need that skill

That is right, it Provides no bonus to any other ship class other than capital ships.
a25% bonus to inties woudl just be stupid to get for no mods lol.

i disagree with the adv space command at V for dreads, they should be four at the most since it is a tech 1 ship and no other tech 1 ship requires lvl 5's, i would think this level might actually be more appropriate for titans, as well as capitol ships to V

level 5's plural - iteron V one skill to lvl 5, and you can add frieghter to the list
i guess it adds a bit of wait to the list of already established SOON(tm) stuff, and i can see how this will keep peeps busy for awhile its just that the jump may have been over shot a wee bit, but not much
