Before anyone points to the obvious -> yes,I allready filed a bugreport.
This post is merely intended as a general warning or a means where a dev can post if the problem explained below is not a bug at all, but an intentional "stealth nerf" or something.
Problem:
The patch introduced refinery facillities in all stations/corps that didn't have those before the patch.
Now as far as I know, when you hold a certain amount of standing with a certain corp and have good enough refining skills -> you will get a perfect refine. Well, it worked like this before the "cold war" patch anyway.
As far as I noticed(I checked at least 3 corps where I have 7+ standing and that didn't have refining pre-patch), the corps that didn't have refining before patch don't take your standing into account.
example:
We here at Brutor Tribe hold you in standing of 9.83461874611 (taking skills into account)
so we will take 5.0% of all recoverable
minerals
I got my refining skills maxed out and I get perfect refines in all other corps/stations that had refining facilities before the "cold war" patch and where I have high enough standings.
(and yes I do know that some stations give 35% yield or 50% yield so please avoid pointing this out  )

Yeah i got 9.00 standing with brutor tribe but they still charge me 5% to refine.

I guess they removed 'perfect' refine :D
Take a region with POS' - build starbases - refine there :D

he can still get perfect refines just not at stations that have only just got refining services.

Like previous poster said, read my post. I can still get perfect refines.....
Obviously someone from the dev-team in charge of implementing the refineries forgot to include the part where they take standings into consideration.......
