I do my pirate hunting in a frigate and try to use this maneuver command when killing a cruiser. Once the command to orbit at 5 km range is issued my ship flies to the target and starts an orbit trajectory but then just gets stuck before completing even one orbit, having matched course and speed of the target cruiser.
So I end up just doing manual course corrections to fly within a short range sphere around the target, keeping a high transverse velocity to it.
Would be nice if my ship did what I told it toà

Your ship IS trying to orbit..the NPC doesnt fly in a straight line and at a predetermined speed. it also choses the orbit, keep at range or approach options as part of its AI. Its then a balance between what you want t do, what its trying to do. Well, no. My ship's top speed with current loadout is around 600 m/s, and my target (a cruiser) is flying around 130 m/s. As such, I should be able to fly circles around the slower cruiser no matter what it's pilot tries to do (MWD notwithstanding). And I am able to do just that flying manually. So it seems to me that the 'orbit-at-range' maneuver is bugged.
My understanding of the purpose of the 'orbit-at-range' maneuver is to keep a high transverse velocity with respect to the target to make it difficult for it's turrets to track. Choosing the 'approach' maneuver defeats this purpose and makes me an easy target for heavy guns.

Yes, orbit is definatly bugged with moving targets, it's of no use at all if you want to keep a certain distance.
Your only option for that is the "keep at range" command, which has some issues of it's own.. (see other thred)
