Um because they ARE, look closely at their picture when you get your hands on one. Yeah pirate NPC corps might drop them, they do hold a tech2 icon on them.

Just read somewhere that you get total of 100% increase for getting the full set. So remember that you are bidding on a possible +4 charisma and +10% armor implant.

I stant corrected about the actual %. Its less then 100% but I dont know how CCP likes to stack em so I dont know the actualy %.
