Lots of elite modules and ships are seeing their prices drop. I understand why Ravens and Raven gear is falling (now that they are not as easy to pilot with missile changes), but curious why everything else is dropping. Any ideas?
Does the navy Apoc offer anything other than increased HP, Armor, Shield and low slot? Any additional power or cap?

I wouldn't classify this ship as an elite ship, simply because the improvements above that of the normal BS are minimal if you compare say a Cruiser to an HAC.
In my opinion, the Amarr Navy Apoc is THE perfect mission running ship for Level 4s. With a little forethought and preparation, this ship will give an Apoc pilot the ability to fly Level 4 missions as easily as they did before the release of Cold War.
Remember that there are no complex drops for Amarr faction ships as far as I know, only for the Pirate factions, which also in my opinion has further nerfed Level 4 profitability.
For the non Mission runner, this ship gives the pilot 50% more shields and armor, which in the age of gank ships, is worth quite a bit. It could mean the difference between life and death. And the extra low slot, man, think about it. Extra Cap relay for more cap survivability, Heat sink for extra firepower, 1600mm Armor plating to make the ship a pure behemoth.
The supposed devaluation of this and other Empire faction ships is unjustified. They are only slightly less rare than before, and incredibly rare if you compare to the current frequency if Pirate Faction BPC drops.
And I can't leave out the Role Players, what loyal servant of the fallen Emperor and God wouldn't want to fly the Flag ship of the Amarrian Navy.
