A while back I posted that the Energy Systems Operation skill seemed to be bugged. After levelling it, my cap drained faster with a shield booster active than before. However, I have since found out that capacitor recharge is NOT linear... it charges much slower once it's nearly full.
So it may well be that I simply had less cap left when I started using the booster the first time (since I'd just warped) and THAT is why the recharge was faster.
Anyone want to help test this out by testing with a full capacitor before and after getting the skill? (even if you don't raise it above 1, you still need it for some modules)

I think you were right when u said it was bugged.
I was scanning convoys when L2 of that skill trained... i could not even warp 8AU to the jumpgate. That problem persisted until downtime.
3 days later - L3 trained... same happened again.
A few days later, another corp member had the same problem. ---------------- ~= Askari =~

I am not taking the chance to lvl it past lvl 1. I need my cap to play this game and it sounds bad. Have any GM's commented about this? Or is it just all of us murmering about it?

it seems its not simply the skill thats bugged, its the skill stacking with various hull mods with cap bonuses thats causing it to be bugged. The skill works fine with my bestower as I have no such mods. However, I'm frequently plagued by problems in my cruisers because of the exotic modules I use on them.
I'd suggest to the devs that they check out the interactions between Powerplant manager/Power diagnostics mods and this skill. Something odd is happening in the bonus calculations.

Your observation is correct. First Cap recharge is independent of Cap capacity. Meaning if you have 1500 Cap, you'll recharge cap much faster at lower levels than say 1000 Cap. I have Energy Systems Ops 3 and I regularly use a Diagnostic Controller, this seem to give incorrect readings on my capacitor.
For example, I'll jump into a system and the cap will show only a couple of lines left in it, yet it will happily warp away as if I had a full capacitor.
Sometimes the display changes instantly from nearly empty to nearly full.
Be careful as this may only be a "display" bug.

I agree it is reversed as well.
My ship looks like an advert for the Duracell battery company. It has so many cap recharge boosters to offset what I thought was a skill that would improve cap recharge.

NoS Dingo mine is level 4 also and having no problems in several ships when not using items that affect cap. There is a very strong possibility that it is infact some messed up interaction of those modules your trying to compensate that is causing the problem in the first place. Try stripping down to naked check your ships listed reacharge time and then see if it really recharges that fast.
If the listed time is not unusually high, or the time listed is not greatly differnt than the actual time it takes, then start adding modules back on one by one and then you should be able to find the root of all your evil
