the probes do not scan in a wedge.
they scan the full area highlighted in red
however they only scan an area about 1 au above or below the probe plane or system plane.
the item you are looking for is either more than that 1 au above below that plane.
if you have narrowed down that it is above, that helps. A LOT.
There are some sekrit ninja skillz that may be involved in locating. Sorry those are ninja sekrits, I can not share. You get an eve mail when you finish the probe skills to max  hehehehe j/k
I have full probe skills, I'll try tonight sometime if I don't get kidnapped at the pub here shortly after work.
got a couple few hours and lots of systems to jump to get there.

A little more information will help me out. Bout outta work and only hazard is the pub and me getting by without being force to drink beer do shots and chase tail.
Have you definitley verified there is something there someplace on scanner searching not probe searching?
You can physically see something or some ship types in scanner when set to default max scanner range someplace in system?
Have you verified that it is indeed UP from system plane or still unsure?
I have to use 2 entirely different ships and setups pending scanning upwards in a system or downwards in a system.
Upwards is much more doable than downwards.
All I'm looking for is cost of probes covered. How much that costs pends on how many used and how far above or below the system plane it is. Gotta check it layer by layer till it's layer is found then I can zero in on it.
I wouldn't even charge or be concerned of cost IF THEY HAD PROBE BPO's OUT.

well not really knowing what to look for, I only turned up the stuff that is already there and beaconed.
I couldn't see or come accross and so called Amarrian based type of ship or complex.
Again not fully knowing what to look for didn't make it any easier.
If there is one there. there isn't any way to get it to show up on scanner that i could find.
I only spent an hour as it was pretty difficult with 3 beacons/complexes already there.
The planets are also kind of in a line making cross warping of system next to impossible and it is a very very large system and very spread out which makes manual scanning much more difficult.
You will need a very high speed scanner ship to bust this one.
I would file petition to contact a GM directly on the matter to verify that said complex you are looking for is actually implemented and is in that system.
I couldn't locate anything other than what was already there and obvious.

In future if you need a scanner pilot, just drop me an ingame evemail and I'll try to help ya out somehow if I can. Add me to your buddy list or whatever and feel free to ask for scanning anytime.
If you can isolate the ship types your looking for on the manual scanners, I'm sure we can find it.
That particular system though is very large as far as AU distance making it very very difficult to isolate anything but what is obviously there and marked.
Combine the distance between planets and the fact they are almost in a straight line accross the system does not help much either. It's hard to get to the other axis for triangulating and your so far from one planet to next that the manual scanners only pick up what's close. Lots of bookmarking, lots of warping, lots of manual high high speed piloting needed for that system.
One will need a very very fast ship and many hours to fully search that systems and ultimately I don't think there is any "amarrian" outpost there from what I saw.
Atleast the GM was able to clear it for you.
The only other thing I can think of is maybe the bookmark for the amarrian outpost comes from completing one of the 3 things there.
You may have the right system for locating the amarrian outpost location bookmark but may have to complete something here to get it.
That or it's definitely broke.

Just a crazy question
Has anyone cleared the 3 complexes there and hacked all possible hack cans in each one?
I'd bet the location of the complex your looking for will probably come from inside one them 3 complexes.
Just an idea.
